Counterfeit Cashier's Checks: Counterfeit Official Checks of Astoria Bank, Long Island City, N.Y.

The above-named bank has reported that counterfeit official checks using a correct routing number of 221472815 are being presented for payment nationwide in connection with a variety of mystery shopping scams.

The counterfeit checks do not resemble the bank’s authentic checks, and the counterfeit items may be identified by the following traits:

  • The checks are unknown in color but contain a dark top border.
  • One of the following security statements appears in the top border of the check: “THIS DOCUMENT HAS A GRADUATED BACKGROUND, DARK TO LIGHT. THE REVERSE SIDE INCLUDES AN ARTIFICIAL WATERMARK,” or “THIS DOCUMENT HAS A COLORED BACKGROUND AND MICROPRINTING. THE REVERSE SIDE INCLUDES AN ARTIFICIAL WATERMARK.”
  • The following coding appears beneath the payable dollar amount: “BR: 5; CDR: 14740; 343005.”

Counterfeit checks presented to date have been made payable in amounts ranging between $1,300 and $2,450.

Potential victims of these mystery shopping scams are contacted via email regarding a job opportunity with a fictitious company. Once the potential victim completes the survey attached to the job offer email and returns it, a counterfeit check and additional correspondence are mailed to the potential victim’s residence.

There are two different scenarios:

  1. The potential victim is to deposit the check into his or her bank account and within 24 hours withdraw the full amount. He or she is to retain $300 as his or her salary and use the remaining balance to split into two wire transfers to be sent to two separate third-party individuals.
  2. The potential victim is to deposit the check into his or her bank account and within 24 hours withdraw the full amount. He or she is to retain $300 as his or her salary and use the remaining balance to purchase $500 Green Dot Money Pak Cards. Upon purchasing the Money Pak Cards, the victim is to scan or email the 14-digit personal identification number to [[email protected]] or [[email protected]]. The victim is then asked to make an urgent donation by purchasing a $20 cashier’s check from his or her bank and making it payable to the American Cancer Fund. The $20 check is then to be scanned to Mr. Wallace’s email address noted above. Note that this check will be used in future counterfeit scams.

For additional information and to verify the authenticity of official checks drawn on Astoria Bank, please contact Astoria Bank’s Telephone Banking by mail at One Astoria Bank Plaza, Lake Success, NY 11042-1085; by telephone at (516) 327-7449; by fax at (516) 327-7290; or by email at [email protected]

Consumers who receive counterfeit or fictitious items and associated material should file complaints with the following agencies, as appropriate:

  • U.S. Department of the Treasury, Office of Inspector General (OIG): by telephone at (800) 359-3898 or by visiting the OIG website.
  • Federal Trade Commission (FTC): by telephone at (877) FTC-HELP or, for filing a complaint electronically, via the FTC's website.
  • National Consumers League (NCL): by telephone at (202) 835-3323 or by email. To file a fraud complaint, visit the NCL fraud website.

  • Federal Bureau of Investigation Internet Crime Complaint Center (to report scams that may have originated via the internet).
  • If correspondence is received via the U.S. Postal Service, contact the U.S. Postal Inspection Service by telephone at (888) 877-7644; by mail at U.S. Postal Inspection Service, Office of Inspector General, Operations Support Group, 222 S. Regional bank Sterling Bancorp to buy Astoria for $2.2 billion

By Reuters Staff

2 Min Read

(Reuters) - Sterling Bancorp STL.N said it would buy Astoria Financial Corp AF.N in an all-stock deal valued at about $2.2 billion to create the sixth largest regional bank in the New York City area by deposits.

Astoria’s shareholders will receive 0.875 Sterling shares for each share held. The resulting offer price of $21.92 per share represents a premium of 18.6 percent to Astoria’s Monday closing price.

Astoria’s shares were up 11.8 percent at $20.67 in morning trading, while Sterling’s stock was down 3.4 percent at $24.20.

The deal follows a spree of mergers between regional U.S. banks last year, which were spurred by low interest rates, lagging returns on equity and tough regulations.

However, U.S. President Donald Trump has promised simpler regulations and last month ordered reviews of major banking regulations put in place following the 2008 financial crisis.

Federal Reserve policymakers have also signaled that a long-stalled ‘liftoff’ of interest rates may finally get underway this year.

The deal between Sterling and Astoria will create a regional bank that will have a diverse business mix, serving business-owners as well as consumers in the greater New York City metropolitan area, the companies said on Tuesday.

Sterling said it expected the deal to add about 9 percent to its earnings per share in 2018 and about 16 percent in 2019, if the merger closes in the fourth quarter.

Sterling shareholders will own about 60 percent of the combined company, with Astoria stockholders holding the rest.

The combined company will be led by Sterling’s Chief Executive Officer Jack Kopnisky and will have about $29 billion in assets, $20 billion in loans and $19 billion in deposits, the company said.

RBC Capital Markets and Citi are the lead financial advisers to Sterling Bancorp while Sandler O’Neill + Partners advised Astoria Financial.

Bank of Astoria in Oregon to Take Columbia Bank Brand

Bank of Astoria in Oregon plans to convert all of its branches to the Columbia Bank brand, nine years after the two lenders merged.

The six Bank of Astoria-branded branches will be converted to Columbia Bank branches in the next several months, according to a message from President Heather Seppa posted on Bank of Astoria's website. The change was first reported in the Portland Business Journal.

The change is intended to take advantage of Columbia Bank's increased presence in western and coastal Oregon following its planned acquisition of West Coast Bank. In September, the Tacoma, Wash.-based Columbia Banking Systems (COLB), Columbia Bank's parent, agreed to pay $506 million to acquire the $2.6 billion-asset West Coast Bancorp (WCBO) in Lake Oswego, the parent of West Coast Bank.

West Coast Bank has 48 branches in Oregon and 12 in Washington, which will give the $4.9 billion-asset Columbia Bank 165 total branches once the merger becomes final.

"This is really just a matter of changing the signs," and the bank's services are not expected to change, Seppa's message said. Columbia bought Bank of Astoria in 2004.

Why is Sterling using Online Banking risk tools?
Sterling uses these tools to protect you and your money. We can analyze transactions to identify and suspend suspect transactions, giving us the ability to verify that you, and not someone else pretending to be you, initiated a transaction.
What types of transactions are reviewed as part of these risk tools?
Our tools monitor:
  1. ACH Origination Transactions
  2. Domestic Wire Transfers
  3. External Transfers
What happens if one of my transactions needs to be reviewed?
If your transaction is flagged for review, you will receive an online alert notification that the transaction requires further review by a bank representative before the transaction can be processed. We will review it and may contact you by phone using the contact information you have provided us. If we contact you, a bank representative will ask you a few questions to confirm you have authorized the transaction; if you have, we'll release the transaction to be processed.
What causes a transaction to be reviewed?

Transactions that do not fit in your normal Online Banking pattern will need to be reviewed, for example:

  1. Drastic changes in the dollar amount of the transaction you are processing
  2. A change in the week, day or time of the transaction
  3. A change in the recipient of a transaction

These examples are not a complete list of every possible kind of unusual activity. Other patterns of behavior such as login days and times, profile changes and requests for Password resets may also result in a flag for unusual activity and we will resolve those in the same manner as we do the transaction alerts.

What if I'm new to the system, how does the system flag unusual activity without the history of my behavior?
Our security tools build a history of your behavior over the first several months of your presence in our Online Banking system. During this initial period, if you use the services we monitor (ACH origination transactions, domestic wire transfers and external transfers), you may receive higher than normal alerts and confirmation calls until your normal behavior pattern is established.
Are these security tools a free service?
Yes. This Online Banking protection is free of charge.
Can I use Public Wi-Fi networks to do my online banking?
Public Wi-Fi can be an identity trap for an unsuspecting individual. A fraudster can set up a network to make it appear like public Wi-Fi to trick people to log on and enter in personal information. Avoid using public Wi-Fi to make purchases or entering private or financial information. If that's not an option, secure your connection using a Virtual Private Network (VPN). VPN's encrypt your internet traffic preventing hackers from gathering personal information.
What if I do not want to be contacted, can I opt out of this service?
We take your financial security very seriously. This is not an optional service. It greatly minimizes fraud risk thereby protecting your assets in our bank. We respect your time and believe that a brief confirmation phone call is worth it to protect your account. It is much better to spend this time protecting your funds than the time it will take to reverse the damage done from fraudulent activity on your accounts.
Who do I contact if I have questions about Online Banking security?
If you have questions about these online security features, please use the Secure Messaging feature within Online Banking, contact one of our neighborhood branches, call our Branch Operations Department at 800-944-BANK (2265) or email us at Branch Customer Support.
How do I set up Online Bill Pay?

Activation and enrollment for Online Bill Pay can be done through your Online Banking account:

  1. Transactions
  2. Bill Payment
  3. More Options
  4. View Bill Pay Site (you will be directed to a separate site)
  5. Follow instructions to register and set up personal security questions

Add a Payee:

How do I learn more about the ACH rules?
You may purchase a copy of the NACHA Operating Rules or obtain free, limited (read-only) access at www.achrulesonline.org. Visit www.nacha.org or the website of our regional payments association, The Payments Authority, www.thepaymentsauthority.org, for other resources and information.

Congress created the Federal Deposit Insurance Corporation in 1933 to restore public confidence in the nation's banking system. The FDIC insures deposits at the nation's 7,359 banks and savings associations, and it promotes the safety and soundness of these institutions by identifying, monitoring and addressing risks to which they are exposed.
