Counterfeit Cashier's Checks: Counterfeit Official Checks of Astoria Bank, Long Island City, N.Y.
The above-named bank has reported that counterfeit official checks using a correct routing number of 221472815 are being presented for payment nationwide in connection with a variety of mystery shopping scams.
The counterfeit checks do not resemble the bank’s authentic checks, and the counterfeit items may be identified by the following traits:
- The checks are unknown in color but contain a dark top border.
- One of the following security statements appears in the top border of the check: “THIS DOCUMENT HAS A GRADUATED BACKGROUND, DARK TO LIGHT. THE REVERSE SIDE INCLUDES AN ARTIFICIAL WATERMARK,” or “THIS DOCUMENT HAS A COLORED BACKGROUND AND MICROPRINTING. THE REVERSE SIDE INCLUDES AN ARTIFICIAL WATERMARK.”
- The following coding appears beneath the payable dollar amount: “BR: 5; CDR: 14740; 343005.”
Counterfeit checks presented to date have been made payable in amounts ranging between $1,300 and $2,450.
Potential victims of these mystery shopping scams are contacted via email regarding a job opportunity with a fictitious company. Once the potential victim completes the survey attached to the job offer email and returns it, a counterfeit check and additional correspondence are mailed to the potential victim’s residence.
There are two different scenarios:
- The potential victim is to deposit the check into his or her bank account and within 24 hours withdraw the full amount. He or she is to retain $300 as his or her salary and use the remaining balance to split into two wire transfers to be sent to two separate third-party individuals.
- The potential victim is to deposit the check into his or her bank account and within 24 hours withdraw the full amount. He or she is to retain $300 as his or her salary and use the remaining balance to purchase $500 Green Dot Money Pak Cards. Upon purchasing the Money Pak Cards, the victim is to scan or email the 14-digit personal identification number to [[email protected]] or [[email protected]]. The victim is then asked to make an urgent donation by purchasing a $20 cashier’s check from his or her bank and making it payable to the American Cancer Fund. The $20 check is then to be scanned to Mr. Wallace’s email address noted above. Note that this check will be used in future counterfeit scams.

Regional bank Sterling Bancorp to buy Astoria for $2.2 billion

(Reuters) - Sterling Bancorp STL.N said it would buy Astoria Financial Corp AF.N in an all-stock deal valued at about $2.2 billion to create the sixth largest regional bank in the New York City area by deposits.
Astoria’s shareholders will receive 0.875 Sterling shares for each share held. The resulting offer price of $21.92 per share represents a premium of 18.6 percent to Astoria’s Monday closing price.
Astoria’s shares were up 11.8 percent at $20.67 in morning trading, while Sterling’s stock was down 3.4 percent at $24.20.
The deal follows a spree of mergers between regional U.S. banks last year, which were spurred by low interest rates, lagging returns on equity and tough regulations.
However, U.S. President Donald Trump has promised simpler regulations and last month ordered reviews of major banking regulations put in place following the 2008 financial crisis.
Federal Reserve policymakers have also signaled that a long-stalled ‘liftoff’ of interest rates may finally get underway this year.
The deal between Sterling and Astoria will create a regional bank that will have a diverse business mix, serving business-owners as well as consumers in the greater New York City metropolitan area, the companies said on Tuesday.
Sterling said it expected the deal to add about 9 percent to its earnings per share in 2018 and about 16 percent in 2019, if the merger closes in the fourth quarter.
Sterling shareholders will own about 60 percent of the combined company, with Astoria stockholders holding the rest.
The combined company will be led by Sterling’s Chief Executive Officer Jack Kopnisky and will have about $29 billion in assets, $20 billion in loans and $19 billion in deposits, the company said.
RBC Capital Markets and Citi are the lead financial advisers to Sterling Bancorp while Sandler O’Neill + Partners advised Astoria Financial.

Bank of Astoria in Oregon to Take Columbia Bank Brand
Bank of Astoria in Oregon plans to convert all of its branches to the Columbia Bank brand, nine years after the two lenders merged.
The six Bank of Astoria-branded branches will be converted to Columbia Bank branches in the next several months, according to a message from President Heather Seppa posted on Bank of Astoria's website. The change was first reported in the Portland Business Journal.
The change is intended to take advantage of Columbia Bank's increased presence in western and coastal Oregon following its planned acquisition of West Coast Bank. In September, the Tacoma, Wash.-based Columbia Banking Systems (COLB), Columbia Bank's parent, agreed to pay $506 million to acquire the $2.6 billion-asset West Coast Bancorp (WCBO) in Lake Oswego, the parent of West Coast Bank.
West Coast Bank has 48 branches in Oregon and 12 in Washington, which will give the $4.9 billion-asset Columbia Bank 165 total branches once the merger becomes final.
"This is really just a matter of changing the signs," and the bank's services are not expected to change, Seppa's message said. Columbia bought Bank of Astoria in 2004.

Fort Lee Federal Savings Bank, FSB, Fort Lee, New Jersey, was closed today by the Office of the Comptroller of the Currency, which appointed the Federal Deposit Insurance Corporation (FDIC) as receiver. To protect the depositors, the FDIC entered into a purchase and assumption agreement with Alma Bank, Astoria, New York, to assume all of the deposits of Fort Lee Federal Savings Bank, FSB.
The sole branch of Fort Lee Federal Savings Bank, FSB will reopen on Saturday as a branch of Alma Bank. Depositors of Fort Lee Federal Savings Bank, FSB will automatically become depositors of Alma Bank. Deposits will continue to be insured by the FDIC, so there is no need for customers to change their banking relationship in order to retain their deposit insurance coverage up to applicable limits. Customers of Fort Lee Federal Savings Bank, FSB should continue to use their existing branch until they receive astoria bank full site from Alma Bank that it has completed systems changes to allow other Alma Bank branches to process their accounts as well.
This evening and over the weekend, depositors of Fort Lee Federal Savings Bank, FSB can access their money by writing checks or using ATM or debit cards. Checks drawn on the bank will continue to be processed. Loan customers should continue to make their payments as usual.

Counterfeit Cashier's Checks: Counterfeit Official Checks of Astoria Bank, Long Island City, N.Y.
The above-named bank has reported that counterfeit official checks using a correct routing number of 221472815 are being presented for payment nationwide in connection with a variety of mystery shopping scams.
The counterfeit checks do not resemble the bank’s authentic checks, and the counterfeit items may be identified by the following traits:
- The checks are unknown in color but contain a dark top border.
- One of the following security statements appears in the top border of the check: “THIS DOCUMENT HAS A GRADUATED BACKGROUND, DARK TO LIGHT. THE REVERSE SIDE INCLUDES AN ARTIFICIAL WATERMARK,” or “THIS DOCUMENT HAS A COLORED BACKGROUND AND MICROPRINTING. THE REVERSE SIDE INCLUDES AN ARTIFICIAL WATERMARK.”
- The following coding appears beneath the payable dollar amount: “BR: 5; CDR: 14740; 343005.”
Counterfeit checks presented to date have been made payable in amounts ranging between $1,300 and $2,450.
Potential victims of these mystery shopping scams are contacted via email regarding a job opportunity with a fictitious company. Once the potential victim completes the survey attached to the job offer email and returns it, a counterfeit check and additional correspondence are mailed to the potential victim’s residence.
There are two different scenarios:
