No one will face a gas, water, or electric utility disconnection before December 31st, 2021.

Households with residential internet service accounts currently being used by school-aged children for educational purposes will also be protected from disconnection.

The formal moratorium on gas, electric, and water utility shutoffs will end on July 1st, 2021 with a grace period that will run through December 31st, 3021. The six-month grace period is for customers to enroll in payment assistance plans.

Following the grace period, the annual Winter Termination program will remain in effect and prevent electric or gas shutoffs for certain households, including some seniors and low-income families, through March 15, 2022.

Before disconnecting gas, electric, water, internet, or voice services services to a New Jersey resident, cable or telecommunications service providers must offer are required to enroll customers with an already existing account in an interest free payment plan of at least 12 equal monthly installments, including the balance already due and the ongoing balance for any services provided during the payment plan period.

The first iteration of the digital Loblaw reward program was released in 2013 under the name PC Plus, and encouraged customers to collect PC Points on spends at Loblaws and Superstore locations. PC Travel

What is PC Travel?

PC Travel is the travel agency service from President’s Choice, offering bookings on flights, hotels, tours and car rentals. Bookings can be made online or over the phone, and you can earn PC Optimum points by purchasing their travel-related purchases.

How does PC Travel work?

In addition to providing exclusive deals and expert advice, PC Travel allows you to earn PC Optimum points on your bookings. Use a PC Financial Mastercard, and you’ll get a bonus multiplier (between 2 and 3 times the points, depending on the card you use). PC Insiders get a $99 credit at the PC Travel store every year they buy the annual subscription. And, bookings come with a 24-hour price match guarantee so you can book with confidence. Find a cheaper advertised price elsewhere and PC will not only match the difference, but also reward you with an additional 25,000 points for the inconvenience with their price-match guarantee.

There are compelling reasons to book your travel through PC Travel, but be aware that the service is only available to PC Financial Mastercard cardholders and PC Insiders. Those with the basic PC Optimum card don’t have access. Also, while you can earn PC Optimum points through your bookings, you cannot use points against your travel purchases. How Not Paying Cable Bills Could Hurt Your Credit Score

Some of the bills you pay are reported to credit bureaus and others are not. Your payments on credit cards, mortgages, and other loans, for example, are reported each month, so paying them on time can help boost, or maintain, your credit score.

Utility bill payments, including those for cable TV and cell or landline phone service, generally are not reported unless they become seriously delinquent and are sent to collections—a move that can have a serious negative effect on your credit score.

Exceptions to the Rule

There are, however, a couple of exceptions. FICO, the company behind the most widely used credit scoring models, offers one score, called the FICO XD 2, that takes into account certain nontraditional data, such as utility payments. Consumers can also choose to have their utility bill payments reflected in their credit reports at Experian, one of the three major national credit bureaus, by enrolling in the Experian Boost program and allowing the company to access their utility and telecom bill payment history. What’s a Payment Worth?

Payment history is the single most important factor in your credit score. A basic FICO score, for example, is made up of:

  • Credit utilization (30%)
  • Account age (15%)
  • Inquiries/new accounts (10%)
  • Credit mix (10%)

The VantageScore, a credit scoring model developed by the three major credit reporting agencies as an alternative to FICO, is based on similar criteria:

  • Payment history
  • Age and type of credit
  • Credit utilization
  • Size of balances
  • Inquiries/new accounts
  • Amount of available credit

VantageScore is opaque when it comes to the exact weight it assigns to each category. But it leaves no doubt about the importance of paying bills on time. A consumer’s payment history is the only factor the VantageScore ranks as “extremely influential.”

Late Payments and Your Credit

All creditors want to know that a borrower will pay his or her debt as agreed. They use credit reports and scores in a backwards-looking fashion to assess how much of a risk a consumer is likely to pose. If a person has established a pattern of paying their bills on time, they are viewed as a responsible user of credit and not likely to cause the creditor any financial losses. Having a history of late payments, on the other hand, signals unreliability, financial instability, and greater financial risk.

The consequences of late payments escalate in severity as the account becomes more and more delinquent. The consumer’s credit report shows payment history with degrees of lateness: on-time, 30 days late, 60 days late, 90 days late, 120 days late. Each degree of lateness causes incrementally greater damage to the credit score than the previous one.

Collection, repossession, charge-offs, bankruptcy, and other notations that signify a failure to fulfill a financial obligation may also be listed, and they result in an even greater blow to the consumer’s score than late payments.

As mentioned earlier, a cable or other utility bill will generally not be reported at all unless it is seriously delinquent and in collections. That usually happens around the 90-day mark after a missed payment. Before that, the consumer is likely to be hit with late fees and ultimately a suspension of service.

The longer you fail to pay a bill, the more damage it can do to your credit score.

How Long Do Late Payments Hurt?

Credit reports reveal the payment history on all the accounts (open or closed) that they cover, but the impact of any particular late payment on your credit score will diminish over time. Recent and multiple late payments will do more damage to your score than a single late payment that has faded from memory.

VantageScore further explains that the greatest damage comes to the consumer’s credit score in the first month after the late payment is reported. Then its impact diminishes over about two years, after which it ceases to have much effect (although the late payment stays inthe consumer’s file for seven years). In A Pandemic, Altice Optimum Continues To Raise Consumer’s Bills

It’s no surprise that one of the most hated companies on Long Island that we used call Cablevision which is now owned by Altice USA, Inc would continue to raise consumer’s bills for their tv, internet and phone services during one of the most tragic periods in modern day history in the United States. At a time when millions are out of work, thousands are facing evictions because they can’t pay their rent, and so many more are facing losing their homes because they are so behind on their mortgages, Altice USA which operate the brands we utilize as Optimum Online, Optimum Voice, and Optimum TV feels you should pay more to watch tv and be besieged by spam phone calls all day and night long. What’s even more insulting and as cold hearted as it gets, is that after losing Optimum services for up to two weeks even when power was restored after Tropical Storm Isaias’, Optimum has the nerve to raise prices on the next bill. Some people actually thought that Optimum may give a credit, instead they got a higher bill.

Now to be very clear, and it’s why we carefully titled the article, many of these bill increases are due to promotions that expire. However, if your paying more money for the same services, that is a rate increase. Your paying more money. Whats even more frustrating is many of these promotional deals were offered for life and then the company just completely breached the agreement. Everyone has different deals, everyone has different rates and in the end, if your paying more money in September than your were in August for the same services, that is a rate increase. Promotions or deals should be extended during a pandemic, not expire. These were promotions that enticed many customers to switch from other services to Optimum and now that they got you, they hit you hard.  Especially after such a such a large overall increase at the start of 2020. Optimum’s bill increases through expired promotions like Internet speeds or deals on other services is a very sneaky way to raise bills without calling it a rate increase.

In February, as the pandemic was still in its early stages, and most of us were not even aware that it was kindling, Optimum had a very large rate increase across the board ranging from 20 to 30 dollars depending on what services you had. Was this based on looking ahead by the company or was it just coincidental? While there has been no over all rate increase again so far since February, that we know off, the deals and promotions that many people were sold on, and even enticed to switch too from Verizon are all now expiring causing for some, huge increases in their bills. This is a somewhat  hidden and very sneaky increase that catches so many by surprise. For many like myself, my bill went from paying $168 a month in January to $201 in August without any change in service.

So many people on Long Island who have lost their jobs are suffering miserably. There are thousands of families who can barely buy enough food to feed their families. Yet, Optimum has no qualms about raising the prices for their services for these people. And if you can’t pay the bill, service is turned off. Yet rival communication providers and services such as Comcast, Charter, Verizon, Google, T-Mobile and Sprint signed a pledge to keep they customers connected even if they couldn’t pay for at least 60 more days and possibly more. Two days ago, I took my mother to an Optimum store in Port Jefferson to return a cable box she no longer uses. We had to wait two hours before we were allowed to enter the store. When my number was finally called (they use a phone text system) I walked into a building with only a couple of clerks. Next to the window that I was returning the box too was an older woman in tears. I could not help but overhearing the conversation because it was very dramatic. Optimum (Altice) had turned of the woman’s service because she failed to pay the bill. They also wanted a  large fee to turn her services back on plus of course all money she owed the, The woman was pleading her case that she had lost her job and could not pay the fee. None of it seemed to matter to the clerk.

As I left, I noticed people just lying on the ground waiting for hours to return equipment that they did not want to continue to be charged for even though they had already had their services turned off. We are in the middle of a depression and here is a multi million dollar company being as cut throat as a company could get to the people who have paid for their services for years . Many of them had been paying Optimum for 50 years, going back to when the company was just called Cablevision.

While some would argue that Optimum’s main rival Verizon is no better, just imagine what Optimum would be charging for their services if there was no rival. There was a time when Optimum had no rivals for cable TV on Long Island. I remember how those bills went up constantly. The arrival of Direct TV and then Verizon helped slow down the Optimum (Cablevision) rate increases for those areas that had access to Verizon. My mother who lives in Bellport and has  no access to Verizon Fios pays a much higher Optimum bill with just the bare minimum services than someone who lives in an area served by Fios such as myself who pays a much lower bill with better Optimum services.

For years I fought with Optimum over my rate increases. I did pit them against Verizon and even switched services a few times when Verizon would give me such a better rate to switch. I would argue with Optimum that as soon as I left, and switch to Verizon, they would call me back and then offer me that low rate that they refused to give me while I was still with them. Of course that’s exactly what would happen. After being with Verizon for a month, Optimum would have their specialist call me an offer me an incredible deal to get me back. They would even offer to pay any penalties that Verizon would charge me for quitting the contract. It would actually cost Optimum more money to lose the customer and have to fight to get them back then if they had just not raised the customers original rates.

Optimum’s new play in combating customers who want to negotiate a better price is to make it impossible to get a customer service agent on the phone. They will keep you waiting for hours to speak to a customer service agent, while you are constantly directed to go to their website to take care of your problem online. They blame it all on cutbacks due to Covid-19 which is a bit ironic. However, their website offers no live chats and the only way to contact a customer service representative is by messaging. Good Luck trying to present your case in a message.

I understand the cost of business, and that companies have to pass on their higher cost of business to their customers. But it should be done at a reasonable rate of increase. However Optimum has never done it in my opinion at a reasonable rate, it has always been at an incredible greedy rate. There decision to increase bills for customers during a pandemic when so many people are hurting bad, defines the ultimate form of greed. The way that they are doing it through promotions that expire shields them from the press in a way because its less noticed.  Never has a company that serves Long Island and New York City cared so little about the people that they serve. They will promise you they will never raise your rates if you agree to not change to Verizon or cut the chord and then break that promise a year later. Never has there been such a hated company by consumers than Optimum ….with the possible exception of PSEG….but that’s a whole other story.

In A Pandemic, Altice Optimum Continues To Raise Consumer’s Bills

It’s no surprise that one of the most hated companies on Long Island that we used call Cablevision which is now owned by Altice USA, Inc would continue to raise consumer’s bills for their tv, internet and phone services during one of the most tragic periods in modern day history in the United States. At a time when millions are out of work, thousands are facing evictions because they can’t pay their rent, and so many more are facing losing their homes because they are so behind on their mortgages, Altice USA which operate the brands we utilize as Optimum Online, Optimum Voice, and Optimum TV feels you should pay more to watch tv and be besieged by spam phone calls all day and night long. What’s even more insulting and as cold hearted as it gets, is that after losing Optimum services for up to two weeks even when power was restored after Tropical Storm Isaias’, Optimum has the nerve to raise prices on the next bill. Some people actually thought that Optimum may give a credit, instead they got a higher bill.

Now to be very clear, and it’s why we carefully titled the article, many of these bill increases are due to promotions that expire. However, if your paying more money for the same services, that is a rate increase. Your paying more money. Whats even more frustrating is many of these promotional deals were offered for life and then the company just completely breached the agreement. Everyone has different deals, everyone has different rates and in the end, if your paying more money in September than your were in August for the same services, that is a rate increase. Promotions or deals should be extended during a pandemic, not expire. These were promotions that enticed many customers to switch from other services to Optimum and now that they got you, they hit you hard.  Especially after such a such a large overall increase at the start of 2020. Optimum’s bill increases through expired promotions like Internet speeds or deals on other services is a very sneaky way to raise bills without calling it a rate increase.

In February, as the pandemic was still in its early stages, and most of us were not even aware that it was kindling, Optimum had a very large rate increase across the board ranging from 20 to 30 dollars depending on what services you had. Was this based on looking ahead by the company or was it just coincidental? While there has been no over all rate increase again so far since February, that we know off, the deals and promotions that many people were sold on, and even enticed to switch too from Verizon are all now expiring causing for some, huge increases in their bills. This is a somewhat  hidden and very sneaky increase that catches so many by surprise. For many like myself, my bill went from paying $168 a month in January to $201 in August without any change in service.

So many people on Long Island who have lost their jobs are suffering miserably. There are thousands of families who can barely buy enough food to feed their families. Yet, Optimum has no qualms about raising the prices for their services for these people. And if you can’t pay the bill, service is turned off. Yet rival communication providers and services such as Comcast, Charter, Verizon, Google, T-Mobile and Sprint signed a pledge to keep they customers connected even if they couldn’t pay for at least 60 more days and possibly more. Two days ago, I took my mother to an Optimum store in Port Jefferson to return a cable box she no longer uses. We had to wait two hours before we were allowed to enter the store. When my number was finally called (they use a phone text system) I walked into a building with only a couple of clerks. Next to the window that Glenview state bank review was returning the box too was an older woman in tears. I could not help but overhearing the conversation because it was very dramatic. Optimum (Altice) had turned of the woman’s service because she failed to pay the bill. They also wanted a  large fee to turn her services back on plus of course all money she owed the, The woman was pleading her case that she had lost her job and could not pay the fee. None of it seemed to matter to the clerk.

As I left, I noticed people just lying on the ground waiting for hours to return equipment that they did not want to continue to be charged for even though they had already had their services turned off. We are in the middle of a depression and here is a multi million dollar company being as cut throat as a company could get to the people who have paid for their services for years. Many of them had been paying Optimum for 50 years, going back to when the company was just called Cablevision.

While some would argue that Optimum’s main rival Verizon is no better, just imagine what Optimum would be charging for their services if there was no rival. There was a time when Optimum had no rivals for cable TV on Long Island. I remember how those bills went up constantly. The arrival of Direct TV and then Verizon helped slow down the Optimum (Cablevision) rate increases for those areas that had access to Verizon. My mother who lives in Bellport and has  no access to Verizon Fios pays a much higher Optimum bill with just the bare minimum services than someone who lives in an area served by Fios such as myself who pays a much lower bill with better Optimum services.

For years I fought with Optimum over my rate increases. I did pit them against Verizon and even switched services a few times when Verizon would give me such a better rate to switch. I would argue with Optimum that as soon as I left, and switch to Verizon, they would call me back and then offer me that low rate that they refused to give me while I was still with them. Of course that’s exactly what would happen. After being with Verizon for a month, Optimum would have their specialist call me an offer me an incredible deal to get me back. They would even offer to pay any penalties that Verizon would charge me for quitting the contract. It would actually cost Optimum more money to lose the customer and have to fight to get them back then if they had just not raised the customers original rates.

Optimum’s new play in combating customers who want to negotiate a better price is to make it impossible to get a customer service agent on the phone. They will keep you waiting for hours to speak to a customer service agent, while you are constantly directed to go to their website to take care of your problem online. They blame it all on cutbacks due to Covid-19 which is a bit ironic. However, their website offers no live chats and the i want to pay my optimum bill way to contact a customer service representative is by messaging. I understand the cost of business, and that companies have to pass on their higher cost of business to their customers. But it should be done at a reasonable rate of increase. However Optimum has never i want to pay my optimum bill it in my opinion at a reasonable rate, it has always been at an incredible greedy rate. There decision to increase bills for customers during a pandemic when so many people are hurting bad, defines the ultimate form of greed. The way that they are doing it through promotions that expire shields them from the press in a way because its less noticed.  Never has a company that serves Long Island and New York City cared so little about the people that they serve. They will promise you they will never raise your rates if you agree to not change to Verizon or cut the chord and then break that promise a year later. Never has there been such a hated company by consumers than Optimum ….with the possible exception of PSEG….but that’s a whole other story.

Optimum-Starz fight: How to cut your cable bill


Jackson resident Valerie Kern is not happy with Optimum right now.

Altice USA, Optimum's parent company, dropped Starz and StarzEncore channels from the cable lineup and replaced them with the Cowboy Channel and other offerings, including Hallmark Drama and Flix.

"They have taken eight channels away and given maybe one decent one and one stupid one and raised the prices," Kern said. "I don't need a cowboy station."

Chopping channels certainly doesn't endear customers to their cable company.

A result of a dispute over prices, Altice said Starz wanted to charge cable customers more than the price of its streaming service, an option the premium channel provider markets directly to consumers for $8.99 per month.

Starz countered that Altice "wanted a drastic reduction in price that was totally inconsistent with the market."

It's just the latest skirmish between cable companies and programmers which supply the popular channels we watch every day.

Is Starz gone for good? Comcast kept Yes Network and the Yankee games it broadcasts off Xfinity for more than a year until last spring after a brawl over their contract.

"It is going to get settled at some point," said James K. Willcox, senior electronics editor at Consumer Reports. "It doesn't make sense for either company" to eliminate the channels altogether.

Cable companies say they are struggling with programming costs. And raising their rates is not doing enough to cover the increases, Willcox said. For instance, Comcast recently raised, on average, customer bills by 2.2 percent. Optimum bills have gone up about 3 percent, on average.

Dish Network fees have risen by $3 to $5 depending on the package while DirecTV prices have jumped $2 to $8, Willcox said.

In a statement, Comcast said it has made "significant investments" in its network, such as faster internet service, video across various viewing screens, and its X1 platform.

"However, the cost we are charged to carry popular networks continue to increase significantly, and we must pass along a portion of these higher costs to our customers," the statement said.

Lisa Anselmo, a spokeswoman for Optimum, said program costs continue to rise as the cable company makes more deals with providers.

"We see the programming costs are going up in the high single digits," she said. "We don't pass along the entire cost to our customers."

Indeed, content costs are an issue for cable companies. Big price increases are "very unpalatable to consumers," said Consumer Reports' Willcox. "They actually may not be breaking even in terms of their TV revenues anymore."

And it has led cable companies to increase fees, such as regional sports network and broadcast fees, rather than the price of packages. 

Where are cable companies seeing more revenue? Internet services, the high-speed connection to your home that you still need even if you cut the cable cord to the TV. "You are going to start seeing companies try to look to broadband to continue to generate revenue increases," Willcox said.

So it helps explain the answer to a question Press on Your Side received after Optimum dropped Starz. Would Optimum reduce the bill if a customer no longer receives Starz, asked Keyport resident Alan Chuntz. "I am still paying for it."

Cable customers won't see a drop in their bills. Any savings the cable companies will see simply offsets the costs of other channels.

Plus, they added other channels. Besides Cowbody Channel and Hallmark Drama, some Optimum customers also will receive TMC, and Sony Movies, MGM HD, HD Net Movies, depending on the package.

Anselmo said TMC, which was given to customers, including Kern, free for 12 months has a monthly value of nearly $12.

"Our customers want more. We are here to give them more," Anselmo said. "We want to give them what they want and we are trying to keep costs down for them as we negotiate deals with the programmers."

So what's a consumer to do as bills continue to rise? Willcox had some thoughts.

  • Try to slice costs out of your bill. For instance, cable companies charge modem rental fees. "You get your own and avoid that recurring monthly fee," Willcox said.
  • Call the cable company to reduce your bill. Ask for a customer retention specialist and negotiate a better promotional price. "There is no harm in trying, and certainly there are times when you get on a promotional plan," Willcox said. 
  • Cut the cord. There are streaming services such as DirecTV Now, Hulu Live, Sling TV and YouTube TV, which offer local channels, entertainment and sports channels and even cloud-based digital video recording to save programs to watch later.

But it's not as easy to disconnect from cable as you think, Willcox warns. It takes some research.

First, you need to list the channels you can't live without and then match them up against those offered by streaming services. Next, you'll need make sure you can get local channels without having to buy a basic cable package.

And some streaming services come with limitations. For instance, Sling Orange only allows for one stream at a time so customers have to pay more if other family members want to watch something else at the same time.

Finally, you'll need to factor in the cost of a broadband connection and how much you'll actually save when all is done.

The streaming experience also can be affected by the speed of your broadband connection. And some services have experienced outages too.

"In general, streaming remains a less reliable TV viewing experience," Willcox said. "It is just a daunting task to try to figure all this out."

Ideally, you want to cancel the exact day before the new period starts. However, it’s often a good idea to give yourself a couple of days so you have time to confirm the cancellation and return your equipment.

Of course, often it’s not practical to cancel Optimum service on exactly the right day. If you’re moving in the middle of your billing cycle, you’ll need internet before you move. When that’s the case, you can try calling the month before the move to request Optimum adjust your billing cycle to end the day before you move. If you want to save money, it’s a great option. But if you want to cancel, it’s a waste of time. Because Optimum only operates in the Tri-State area, they can’t try to convince you to stay if you’re moving out of that service area.

To be safe, it’s easiest to say you’re moving somewhere like Minnesota or Florida without Suddenlink. Altice is planning to consolidate under one Altice brand. You want somewhere Altice doesn’t offer service under the Suddenlink brand either. Of course, if you’re not moving, you can be honest about the reason for cancelling. Optimum will still let you disconnect. It will just require getting through their retention department trying to convince you to stay.

Tip: Stay firm, but be friendly.

It never helps to yell at a retention rep. For one thing, it’s not nice and they have a hard job. It’s also very common for them to “make a mistake” and leave your account open or apply additional charges. If you are friendly and ask about their day, they’re more likely to make sure they do everything right.

Of course, that doesn’t mean being a pushover. Don’t let them talk you into staying if you don’t want to. A simple “No, thank you, I just need to cancel the service” goes a long way.

They’ll try to talk you into staying, but continue telling them you want to cancel service. Eventually, they’ll put through a disconnect order. Make sure they schedule it before your billing date. Ask them for a confirmation number and write it down. Before you hang up, confirm that the account is set to disconnect and the disconnect date. Then, you’re done with the hard part! Awesome work! You cancelled Optimum. But if you have any Optimum equipment, you’ve just got one step left.

3. Return your Optimum Equipment

3. Drop off the box. Optimum recommends dropping the box off at a FedEx office or authorized FedEx location, including Walgreens. When you drop it off, get a confirmation receipt. Taking a picture is also a good idea. It’s not uncommon for equipment to be lost in shipping and you’ll need to prove that you actually dropped the equipment off.

How to Return Optimum Equipment to the Optimum Store

2. Drop off all your equipment. Anything you got from Optimum you have to return, like modems or cable boxes. Don’t forget things like remotes or cables.

3. Get a receipt and take a picture. Again, Optimum might lose your equipment or the store employee might not put it in the system. Make sure you have proof you dropped it off or Altice will charge you.

Once it’s returned, you’re done! If you want to be safe, call back Optimum after your new billing date and confirm that they cancelled the account and marked the equipment returned. It’s not likely you’ll receive a confirmation letter about the cancellation, so it’s up to you to double check.
