How are jobs recovering in California, North Bay in the pandemic?
If you work in leisure and hospitality — hotels, restaurants, arts and entertainment — you know only too well the toll the pandemic has taken on the hardest-hit industry in the state.
But now, the industry that relies most on bringing people together is recovering jobs at a faster rate than any other sector in California, according to a recent report from the state’s Employment Development Department.
California’s leisure and hospitality industry has recovered 585,500 jobs, a 52.1% increase from its April 2020 low. Two-thirds of that net gain occurred over the six-month period ending in July 2021, according to the most recent data from the EDD, detailed in its 2021 Labor Day briefing report, released in September.
The report measured job losses between February 2020 and April 2020, and recovery between April 2020 and July 2021.
At its lowest, according to the EDD’s findings in the first two months of the pandemic, the number of jobs in the leisure and hospitality industry dropped by 47.9%, followed by the personal care sector, which includes barber shops and beauty salons — another top industry that brings people together. That sector, which had lost 33.4% of all jobs, has recovered 93,100 jobs, a 23.6% increase.
Ranking third and fourth in regaining jobs is the construction industry and the trade, transportation and utilities sector, at 18.9% and 13.7%, respectively, according to the EDD.
Notably, the trade, transportation, and utilities sector recovered more than 82.2% of its job losses as of July 2021.
“Its transportation, warehousing and utilities subsector had more than recovered its recessionary job losses, reflecting strength in California’s international trade and logistics industry, and a steep rise in online consumer spending during the pandemic,” the EDD stated in the report.
There has been modest jobs recovery in the following sectors: educational and health services (8.3%); professional and business services (8.2%); manufacturing (3.9%), information services (6.7%); and financial activities (0.9%).
On the other end of the spectrum are two industries that have continued to lose jobs even as other sectors have recovered: government (down 2.8%) and the mining and logging sector (down 7.4%), according to the EDD.
As stated in the agency’s report:
“The losses in mining and logging, which includes establishments involved in oil extraction and production, in large part reflected turbulence in global oil markets since the beginning of the pandemic. Government’s job losses in part reflected the effects of school and university campus closures during the pandemic.”
Looking at a snapshot of the North Bay from May through September — the most recent information available — there has been an uptick in leisure and hospitality jobs in Napa, Sonoma and Solano counties. Marin County had more available jobs in the sector until September, when there was a drop in opportunities, according to the Business Journal’s monthly reporting of the EDD’s findings.
The construction industry — another sector that has shown significant recovery statewide this year — largely tracks in the North Bay, as well. Sonoma County between May and September added jobs, as did Marin and Solano counties, with the exception of June and May, respectively. Napa County added construction jobs only in July.
A regional look at the sectors that statewide continue to lose jobs — the mining and logging industry, as well as government — doesn’t fully align with the four North Bay area counties tracked in this report.
In Sonoma and Napa counties, there were no standout industries that consistently lost jobs between May and September. Marin County in May, June and July reported fewer jobs in the educational and health services sector. During those same three months, Solano County had a drop in available opportunities in the professional and business services sector.
Sonoma State University economist Robert Eyler said there are a number of factors that paint a broader picture of jobs recovery in the North Bay.
“As with other recessions, there have been jobs lost in the regional economy, but the losses across most industry sectors continuing after 18 months is exacerbating some of the supply-side issues, creating regional inflation, and a reflection on how difficult it may be to rehire in the coming months,” Eyler said. “Migration of workers within and beyond the North Bay may also be a factor in getting jobs back to pre-pandemic levels.”

Cosmetology Program Info and Price List of Services
The program consists of sixteen hundred (1600) hours of intensive training and study designed to prepare the student to take the California State Board of Cosmetology examination for licensure. Units include theory and practice in fundamental skills in all phases of beauty culture. Assignment of units is based on hours in attendance. See the Course Description portion of the Catalog for prerequisite requirements for admission to the program.
Transfer students will be accepted on a space-available basis providing they have not achieved more than 500 certified hours of training.

Industrial Education
Mechatronics
Mechatronics is the blending of electronics, mechanics, electrical. and computers to produce a well-rounded technician capable of handling the complex maintenance and operations tasks demanded by modern manufacturing, transportation, communication, and other industries. The modularization of electro-mechanical devices no longer requires in-depth specialization of a single field of study as more emphasis is placed on troubleshooting and replacement skills for maintenance and generalized knowledge of how systems work together for operations and purchasing and planning.

Occupational Education
OCED 90 and 91 are work experience courses available to all occupational education certificate and degree program students. These courses are designed to combine academic studies with practical, on the job experience, enabling students to apply theories learned in the classrooms to real work situations while earning college credits.

Fire Technology
This program was established under direction of Solano County fire protection agencies and offers both an intensive training course culminating in a Certificate of Achievement and a well-rounded educational program leading to the Associate in Science Degree. Instructors in this program are experienced members of the fire service field. In addition, a Fire Technology Academy for recently recruited fire service personnel and pre-service students is conducted periodically. The curriculum consists of courses selected from the regular fire technology course offerings.

News from Solano Community College:
Solano Community College (SCC) was awarded a US Department of Education TRIO Student Support Services (SSS) STEM grant in the amount of $220,000 per year for five years to provide support services to 140 low-income, first-generation community college students who are pursuing STEM (Science, Technology, Engineering and Math) based degrees or certificates.
"This grant will allow the College to provide enhanced support services to STEM students to help them stay in school, maintain a higher grade point average, and graduate and transfer to four-year universities at a higher rate. And the beauty of this grant is that it comcast internet essentials pay bill our recently awarded $622,715 National Science Foundation grant in which we offer 25 to 35 scholarships per year to STEM students. Along with our new Biomanufacturing baccalaureate degree, Solano is a welcome home to high-achieving STEM students," said Stan Arterberry, SCC's Interim Superintendent-President.

This grant project will be nested in the current Mathematics, Engineering, Science Achievement (MESA) program in place at the college and will supplement the program to create the MESA/TRIO program. MESA/TRIO will follow a model that provides academic support and a community environment that assists first generation, low-income students to pursue attainment of a STEM associate degree/certificate and/or transfer to a four-year university. Dr. Jose Ballesteros will manage the MESA/TRIO program.
The MESA/TRIO program will have the following objectives:

1) 80% of participants will persist or graduate and/or transfer;
2) 90% of participants will be in good academic standing;
3) 10% of new participants will graduate within four years and 25% of new participants will graduate and transfer to a four-year institution within four years.
Support services will be provided to the participants, including academic counseling, career counseling, financial aid workshops, assistance with filling out the FAFSA, economic literacy workshops, tutoring, university visits, leadership training as well as development of non-cognitive factors and individualized counseling.
"I'd like to thank Dr. Jose Ballesteros, Professors Genele Rhoads and Chuck Spillner, Cynthia K. Garcia, Dean Peter Cammish, Pei-Lin Van't Hul and others for putting the proposal together. This grant will elevate STEM education at Solano to a new level," said Dr. Zhanjing "John" Yu, SCC Dean of Math and Science.
Solano Community College has 3,864 of 14,054 students declaring as STEM majors. A significant portion, 52%, of the STEM majors are eligible for the MESA/TRIO program.

About Solano Community College:
The College has served the community in Solano County since 1945 when it was founded as Vallejo Junior College. In the early 1970s, the College moved to its present Fairfield site, and is presently serving over 8,000 students throughout the academic year.
