    What should I do if my card is expiring and I haven't received a replacement card?
    One month before the expiration date (month/year) on the front of your debit card, Bank of America will mail a new card to the address we have on record for you. If your address has changed within the 30 days before the mailing, you may not receive your replacement card.     How can I avoid paying fees to use the card?
    Use your debit card where Mastercard® debit cards are accepted—in stores, online or by phone. There is no fee for a purchase with the card. (Keep in mind the free services included with the card.)

    Avoid using the card to withdraw cash at an ATM. If you withdraw cash more than 2 times per calendar month at an in-network ATM (the Bank of America or Allpoint name and logo should be displayed on the machine) or at any out-of-network ATM, you will be charged a fee of 50 cents ($0.50) per transaction. Out-of-network ATMs may impose an additional "convenience fee" or "surcharge fee" for certain ATM transactions (a sign should be posted at the ATM to indicate additional fees).

    To get cash back with a purchase at grocery stores, convenience stores or anywhere the Mastercard brand logo is displayed, choose "debit" when making your purchase and enter your PIN. Select the amount of cash back you would like and this amount will be added to your purchase.

    There is no fee for a cash withdrawal at any financial institution that displays the Mastercard brand logo.

    EPPICard™ Debit Mastercard®—No longer affiliated with New York Child Support

    EPPICard™ holders with a current child support order or arrears owed to them should already have received a new Bank of America debit Mastercard® in the mail. The new Bank of America debit cards began receiving child support payments on June 15, 2017.

    As of June 16, 2017, child support debit cards from EPPICard™ issued by Comerica Bank are no longer affiliated with the New York Child Support Program, and the terms and conditions for your EPPICard™ are subject to change by the bank. New or increased fees may apply.

    If your EPPICard™ debit card has a balance, you will need to use your available funds until the balance is zero ($0.00). Fees for the EPPICard™ have increased.

    The following information applies to the EPPICard™ Debit Mastercard®. These cards stopped receiving payments on June 14, 2017.

    Receiving Child Support

    Check

    Custodial parents will receive their first child support payment by mail in the form of a check.  After the first payment is sent, a debit card will be mailed to the custodial parent.  Once the debit card is received, the custodial parent should call the phone number on the back of the card to activate it.  Once activated, child support payments will be applied to the custodial parent’s debit card account.

    The Tennessee Way2Go Card, which is a MasterCard Debit Card, is issued to custodial parents to access their child support payments.  This process provides the custodial parent a safe, convenient and secure way to receive child support payments.

    Voice Response System (VRS) and Notice

    Custodial Parents and Non-Custodial Parents can use his/her TCSES case number and the last four (4) digits of his/her Social Security number to access our automated Voice Response System (VRS). The VRS can give customers information about the latest child support payment the Department of Human Services has collected and the latest support payment that has been applied to his/her case. By calling the VRS, he/she can also reach a Customer Service Representative who can provide him/her with additional information about his/her child support case. In order to easily access these records, it is important that customers do not lose their TCSES case number. If calling long distance, dial 1-800-838-6911 to reach the VRS toll free.     View Processed Payments

    Both the Custodial Parent and Non-Custodial Parent may find a listing of processed payments on-line through the Child Support Payment System at https://apps.tn.gov/tcses/. The site will show the most recent payment information first.  However, the search may be narrowed to payment information for the current month, the last six months, a date range, and/or full payment history.

    Please note:  If you enter a date range or choose payment history, the system will display payment information based on the earliest information that can be provided.  The automated system was implemented in January 1996.  The earliest payment information that may be available on this online service is August 1, 2005.  If you had a case that was paid through the clerk’s office prior to October 1, 1999, you must obtain payment information from the clerk for those payments.

    If, after selecting date range or payment history, it is felt payment information is not shown, contact  should be made with the Child Support Disbursement Unit at (615) 253-4394 (local) or 1-800-838-6911 (toll free), for assistance.* If you are calling from a cell phone and have free long distance, please call the local number instead of the toll free number.

Both should be on the lookout for a plain white envelope with a return address from Indianapolis, IN. This card replaces the current JP Morgan Chase Idaho Family Support Card.

    Customers who have chosen to receive their payments through direct-deposit will not be affected.

    Payments will be made onto the current cards until Nov. 1st.  After that date, payments will be deposited onto the new US Bank ReliaCards. Any funds left on the original Idaho Family Support Card will be available until they are used up.

    Child support customers should review the mailing address on their accounts to prevent delays in receiving a new card.

    The majority of support payments are made by income assignment order.     Kinship Care Subsidy Program (KCSP)

    KCSP provides cash assistance of $222 per month for each eligible
    child who resides with a qualified relative other than a parent.

    A child may meet the eligibility requirements for both the Family Independence Temporary Assistance Program (FITAP) and Kinship Care Subsidy Program (KCSP) but may only receive assistance in one program.

    To receive KCSP for a child, the family must meet all the conditions listed below:

    • The child must live in the home of one of the following qualified relatives (either biological or adoptive): grandfather or grandmother (extends to great-great-great), brother or sister (including half), uncle or aunt (extends to great-great), stepbrother, stepsister, first cousin, including first cousin once removed, and nephew or niece (extends to great-great), or the legal spouse of the above-listed relatives.
    • The child must have income of less than $222 per month. 
    • The child must be under 18 years of age.
    • The child must be a resident of Louisiana.
    • The child must be a citizen of the United States, a non-citizen national, or a qualified alien.
    • The qualified relative must provide proof of immunity or immunization against vaccine-preventable disease for each child under 18 years of age.
    • The qualified relative must possess or obtain within one year of certification, either legal custody or guardianship or provisional custody by mandate of the eligible child who is living in the home. Legal custody or guardianship must be granted by a court and verified through court records or other reliable documents. Provisional custody by mandate is a notarized authorization made by the child´s parent or parents to a person of legal age to provide care, custody, and control of a minor child. Certain requirements must be met for the execution of this document.  Provisional Custody by Mandate is valid for one year or until ended by the parent.
    • The family must have an annual income of less than 150% of the federal poverty threshold, in accordance with the qualified relative's family size. Income from all sources is considered in determination of eligibility.  This includes income from Social Security, Veteran’s benefits, Railroad Retirement, wages and any other regular income.
    • The qualified relative must assign to the state rights to child support from any other person and cooperate with Child Support Enforcement Services in obtaining child support for the child unless good cause is established. 
    • The qualified relative must furnish or apply for a social security number for the child.
    • The parent(s) of the child must not live in the home of the qualified relative.

    Cash benefits provided to FITAP and/or KCSP recipients through Electronic Benefits Transfer (EBT) cards cannot be used at certain types of retailers and establishments. They also cannot be used at any retailer to buy jewelry.  Cash benefits from DCFS are intended to be used to meet the basic needs of families.  Those basic needs include food, shelter, and clothing.

    FITAP or KCSP cash benefits cannot be used in any electronic benefits transfer transaction (EBT Card) to purchase any of the following:

    • an alcoholic beverage (beer, wine, hard liquor)
    • a tobacco product (cigarettes, etc)
    • a lottery ticket (including scratch-off tickets)
    • jewelry

    Applicants must be interviewed and provide proof of statements made on the application regarding eligibility. This proof may include a birth or baptismal record to show the child’s age, a copy of the court-awarded custody or guardianship documents or notarial statement, or other documents needed to establish the child’s relationship to the qualified relative.

    As an applicant, you have certain rights.  You have a right to:

    • Receive an application the same day you ask for it.
    • Turn in your application the same day you receive it.
    • Receive your benefits (or be notified that you are not eligible for the program) within 30 days after you turn in your application. 
    • Have a fair hearing if you disagree with any action taken on your case.

    Electronic Benefit Transfer (EBT) is a method of delivering governmental benefits to recipients electronically. Louisiana uses magnetic stripe card technology. The card, which is referred to as the Louisiana Purchase Card enables recipients to access benefits at ATM’s and Point-of-Sale (POS) machines. 

    Cash benefits are posted to recipient accounts during the first five days of the month. Recipient benefits are accessible by 5:00 a.m. the morning after they are posted. Benefits are posted on the same date every month regardless of the day of the week. Holidays and weekends do not affect the date of benefit availability. 

    Benefits are secure and accessible only to persons authorized by the recipient. The Personal Identification Number (PIN) is selected by the recipient and must be correctly entered in order to successfully complete all electronic transactions. As purchases or cash withdrawals are made at grocery store checkout lanes and ATM’s, recipient accounts are debited and the recipient is given a receipt which provides the remaining account balance.

    A transaction fee is the amount some retailers charge you each time you access your cash benefits, and these fees are deducted from your available balance.  There is never a fee charged to your EBT card to make a purchase or to make a purchase with cash back at a Point-of-Sale (POS) machine in a grocery or retail store; however, retailers may charge their usual and customary check cashing fee if you are withdrawing cash at a POS without a purchase of goods or services.  There is a $1.00 fee associated with each cash withdrawal from an ATM.

    In addition to the transaction fee of $1.00 for each cash withdrawal which is assessed at all ATMs, a surcharge fee may also be assessed. A surcharge is the amount some ATMs charge you each time you withdraw your cash benefits, and this surcharge is deducted from your available balance. The following list of surcharge-free ATM owners provide you access to your cash benefits without being surcharged by the ATM:

    Prohibition of Unauthorized Use or Purchases Made with the Electronic Benefit Transfer (EBT) Card:

    Recipients of Kinship Care Subsidy Program (KCSP) are prohibited from using their KCSP benefits in any Electronic Benefit Transfer (EBT) transaction or use the Automated Teller Machine (ATM) at any of the following types of establishments: any liquor store (this does not include grocery stores that sell liquor); any gambling casino or gaming establishment (any place that allows gambling, but does not include a store that sells groceries and is housed in the same building as a casino); any adult bookstores, any adult paraphernalia store, or any sexually oriented business (strip clubs, etc.); any tattoo, piercing, or commercial body art facility; any nail salon; any jewelry store; any amusement ride, amusement attraction, or video arcade (including movie theaters); any bail bonds company; any night club, bar, tavern, or saloon; any cruise ship; any psychic business; or any establishment where persons under age 18 are not permitted.

    Penalty:

    Failure to comply with these prohibitions is considered an Intentional Program Violation (IPV) and the penalty is full case closure. The penalty time periods are:

    • 12 months for the first offense,
    • 24 months for the second offense, and
    • Permanently for the third offense.

    Reporting of Misuse of the EBT Card:

    The agency will rely on retailers and the public to report the misuse of benefits. Individuals are encouraged to call DCFS' toll-free hotline at 1-888-LAHELP-U (1-888-524-3578) and select option 7 from the main menu or by visiting filling out the online form.

    The Department of Children & Family Services, Economic Stability Division implemented Louisiana's Kinship Care Subsidy Program (KCSP) on March 1, 2000.     Receiving Child Support

    Check

    Custodial parents will receive their first child support payment by mail in the form of a check.  After the first payment is sent, a debit card will be mailed to the custodial parent.  Once the debit card is received, the custodial parent should call the phone number on the back of the card to activate it.  Once activated, child support payments will be applied to the custodial parent’s debit card account.

    Debit Card

    The Tennessee Way2Go Card, which is a MasterCard Debit Card, is issued to custodial parents to access their child support payments.  This process provides the custodial parent a safe, convenient and secure way to receive child support payments.

    Voice Response System (VRS) and Notice

    Custodial Parents and Non-Custodial Parents can use his/her TCSES case number and the last four (4) digits of his/her Social Security number to access our automated Voice Response System (VRS). The VRS can give customers information about the latest child support payment the Department of Human Services has collected and the latest support payment that has been applied to his/her case. By calling the VRS, he/she can also reach a Customer Service Representative who can provide him/her with additional information about his/her child support case. In order to easily access these records, it is important that customers do not lose their TCSES case number. If calling long distance, dial 1-800-838-6911 to reach the VRS toll free.     View Processed Payments

    Both the Custodial Parent and Non-Custodial Parent may find a listing of processed payments on-line through the Child Support Payment System at https://apps.tn.gov/tcses/. The site will show the most recent payment information first.  However, the search may be narrowed to payment information for the current month, the last six months, a date range, and/or full payment history.

    Please note:  If you enter a date range or choose payment history, the system will display payment information based on the earliest information that can be provided.  The automated system was implemented in January 1996.  The earliest payment information that may be available on this online service is August 1, 2005.  If you had a case that was paid through the clerk’s office prior to October 1, 1999, you must obtain payment information from the clerk for those payments.

    ReliacardIdahoans who already receive child support payments can expect to get a new US Bank ReliaCard® Idaho Family Support Card in October. New customers will receive their cards in November. Both should be on the lookout for a plain white envelope with a return address from Indianapolis, IN. This card replaces the current JP Morgan Chase Idaho Family Support Card.

    Customers who have chase child support card customer service to receive their payments through direct-deposit will not be affected.

    Payments will be made onto the current cards until Nov. 1st.  After that date, payments will be deposited onto the new US Bank ReliaCards. Any funds left on the original Idaho Family Support Card will be available until they are used up.

    Child support customers should review the mailing address on their accounts to prevent delays in receiving a new card.

    What should I do if my card is expiring and I haven't received a replacement card?
    One month before the expiration date (month/year) on the front of your debit card, Bank of America will mail a new card to the address we have on record for you. If your address has changed within the 30 days before the mailing, you may not receive your replacement card.     How can I avoid paying fees to use the card?
    Use your debit card where Mastercard® debit cards are accepted—in stores, online or by phone. There is no fee for a purchase with the card. (Keep in mind the free services included with the card.)

    Avoid using the card to withdraw cash at an ATM. If you withdraw cash more than 2 times per calendar month at an in-network ATM (the Bank of America or Allpoint name and logo should be displayed on the machine) or at any out-of-network ATM, you will be charged a fee of 50 cents ($0.50) per transaction. Out-of-network ATMs may impose an additional "convenience fee" or "surcharge fee" for certain ATM transactions (a sign should be posted at the Chase child support card customer service to indicate additional fees).

    To get cash back with a purchase at grocery stores, convenience stores or anywhere the Mastercard brand logo is displayed, choose "debit" when making your purchase and enter your PIN. Select the amount of cash back you would like and this amount will be added to your purchase.

    There is no fee for a cash withdrawal at any financial institution that displays the Mastercard brand logo.

    EPPICard™ Debit Mastercard®—No longer affiliated with New York Child Support

    EPPICard™ holders with a current child support order or arrears owed to them should already have received a new Bank of America debit Mastercard® in the mail. The new Bank of America debit cards began receiving child support payments on June 15, 2017.

    As of June 16, 2017, child support debit cards from EPPICard™ issued by Comerica Bank are no longer affiliated with the New York Child Support Program, and the terms and conditions for your EPPICard™ are subject to change by the bank. New or increased fees may apply.

    If your EPPICard™ debit card has a balance, you will need to use your available funds until the balance is zero ($0.00). Fees for the EPPICard™ have increased.

    The following information applies to the EPPICard™ Debit Mastercard®. These cards stopped receiving payments on June 14, 2017.

    What is EBT?

    Electronic Benefit Transfer is the electronic distribution of benefits to Indiana families who qualify for the Supplemental Nutrition Assistance Program and Temporary Assistance to Needy Families.

    In Indiana, participants in SNAP and TANF access their EBT benefits using the Hoosier Works card. The card works like a bank debit card. Indiana cardholders can use their Hoosier Works card at any store in the United States that accepts food assistance.

    The Hoosier Works EBT card is light blue, with gold and dark blue lettering. It has a unique 16-digit account number, a magnetic strip on the back, and will only work with a four-digit Personal Identification Number.

    EBT is easy, convenient and secure

    Easy:
    EBT is as easy to use as a debit card or credit card. Cardholders receive a training brochure with their first EBT card, which explains how to use the card. Cardholders will also have access to a 24-hour EBT toll-free number (877-768-5098) to set up their PIN, check benefits, report a card lost or stolen, or receive other assistance. Most cardholder inquiries will be answered by an automatic response system; however, there is an option to speak to a live customer service representative.

    Convenient: When paying for qualifying groceries or goods, the Hoosier Works card is run through an electronic reader or a Point of Sale terminal at checkout. Most stores have the capacity to run the EBT card through terminals that accept standard commercial card transactions and do not require a special EBT machine. Only smaller stores will have separate lines for EBT transactions. No money or food coupons change hands. Payment is made directly to the retailer through a settlement process at the end of the business day.

    Secure: Transactions are secure because the Hoosier Works card can never be used without the customer's Personal Identification Number. Cardholders will never be asked to reveal their PIN by anyone.

    Please Note: If an employee or cashier asks for a PIN, a cardholder should not give it to that person under any circumstances. Cardholders may want to report the employee’s behavior to the management of the establishment.

    Where and how to use the Hoosier Works card

    All participating retailers and ATMs will display the QUEST® service mark to indicate that they accept the EBT card. Retailers also typically have signs at store entries saying that they accept SNAP benefits. Most large retailers accept EBT cards.

    Illegal TANF withdrawals

    Making a TANF (cash) withdrawal at certain ATMs is illegal even if the Quest logo is on an ATM.

    Under Indiana law (IC 12-13-14-4.5), specific restrictions make it illegal to access TANF benefits at chase child support card customer service establishments. It is a Class C misdemeanor to use your Hoosier Works card at the following locations:

    • Liquor stores
    • Bars
    • Nightclubs
    • Private clubs and lodges (Knights of Columbus, Veterans of Foreign Wars, Elks, etc.)
    • Casinos
    • Horse racing tracks
    • Off-track betting parlors
    • Bingo halls
    • Gun stores
    • Adult entertainment establishments

    A person convicted of a Class C misdemeanor can be jailed for up to 60 days and can be fined up to $500.

    Using the Indiana Hoosier Works card:

    1. The cardholder swipes the EBT card through the Point of Sale terminal OR hands it to the cashier.
    2. The cardholder enters the four-digit Personal Identification Number on the keypad. Cardholders should not let anyone else see the PIN and should not tell the PIN to the cashier or any other employee, even if asked!
    3. The amount of the purchase is deducted from the account.
    4. The cashier hands the cardholder a receipt.
    5. The receipt shows the new account balance.
    6. In addition to the household’s remaining SNAP balance, the sales receipt will state the date, the merchant’s name, location, transaction type and transaction amount.

    Allowable SNAP purchases

    SNAP benefits may only be used to purchase food. Stores cannot give change or cash back from a food benefit transaction. Only the exact amount of food purchases may be deducted from the food benefit account. If returns are made from a SNAP account, the amount of the return will go onto the EBT card as a credit. Cash cannot be given for returns according to federal law. There is no minimum dollar amount per transaction or a maximum limit on the number of transactions.

    Allowable TANF purchases

    TANF may be used to purchase both food and non-food items (soap, diapers, hygiene, etc.)
    Most stores, especially large grocery stores, are able to give change or cash from a TANF transaction. However, depending on the store’s policy, not all will offer cash back.

    The Hoosier Works card never expires
    The Hoosier Works card will not expire even if a cardholder is no longer eligible for benefits. It is a good idea for cardholders to keep their cards even when they no longer receive benefits. If the person becomes eligible for benefits again, they can use the same Hoosier Works card and will not have to order and wait for a new one.

    Using the Indiana Hoosier Works card at an Automated Teller Machine:

    1. Insert or swipe the Hoosier Works card
    2. Choose “English” or “Spanish”
    3. Enter the Personal Identification Number and press the OK or Enter key
    4. Select the key marked “Withdraw Cash” and then select “Checking”
    5. Enter the amount you’d like in whole dollar amounts (for example, $20, $40, $60.) Most ATM machines only allow withdrawals of $20 bills
    6. Cardholder makes sure to take card, receipt and cash
    7. Cardholder should count the cash and compare it to the receipt
    8. Keep the receipt to know the account balance for the next cash withdrawal

    Remember that you can ONLY get cash from an ATM if you have a TANF (cash benefit) account. You cannot get cash from your SNAP (food assistance) account. SNAP benefits can only be used to purchase food from a store that accepts the EBT Hoosier Works card.

    Misuses of the Hoosier Works card

    Besides TANF withdrawals at certain ATMs as described above, other misuses of benefits as described below are violations of state and federal laws:

    • Selling, trading or giving away your Hoosier Works card or benefits
    • Allowing a retailer to buy your food benefits in exchange for cash
    • Using or buying someone else’s food benefits or Hoosier Works card.

    People who break Food Assistance Program rules may be disqualified from the program, fined, put in prison or all three. They will also be required to repay the benefits. SNAP is a federal program and therefore subject to federal legislation.

    The EBT Customer Service (877-768-5098) is there to help resolve card issues 24 hours a day, 7 days a week. Call the toll-free EBT customer service number if:

    • A card is lost or stolen. Cardholders should call immediately
    • A card is damaged
    • To select or change a PIN
    • To check an account balance
    • For questions or help with a card
    • To hear your last 10 transactions

    Contact the EBT customer service for Hoosier Works card questions:

    Contact the Division of Family Resources to report a change to your case or to resolve eligibility chase child support card customer service address changes must go through FSSA in order to reach the EBT system. Customer service representatives working at the EBT toll-free number are not able to update cardholder addresses or resolve eligibility issues.

    Account adjustments

    The cardholder’s account may be adjusted due to errors. The cardholder has a right to notice when an adjustment is made, to request a fair hearing regarding the adjustment and to receive provisional credit until the hearing decision is rendered. To dispute an adjustment and request a fair hearing, call 800-403-0864.

    Use of manual vouchers when the EBT system is not available:

    When the EBT system is down, or the retailer does not have an operational POS device, a paper voucher called a manual SNAP voucher is used. The cardholder hands the EBT card to the retailer’s clerk. The clerk records the transaction information on the manual Chase child support card customer service voucher, which the cardholder signs. The EBT system places a hold on the manual SNAP transaction amount in the cardholder’s account. When the retailer transmits the information contained on the manual SNAP voucher to the EBT system, the EBT system deducts the purchase from the cardholder’s SNAP account.

    When manual SNAP vouchers are used because the EBT system is down, transactions up to the amount of $40.00 can be authorized.

    The money order/cashier’s check must be made payable to the Department of Children and Family Services (DCFS), and must include the payor’s name, address, and social security number (SSN) and/or LASES number. Failure to include this identifying information will delay the payment being properly credited to your account.

    Genetic Testing Fees

    To ensure payments intended for genetic testing fees are properly credited, “Genetic Test” must be included on the payment instrument.

    Receiving Payments

    DCFS requires electronic disbursement of child support payments. Payments are issued by direct deposit into a checking account, savings account or Direct Payment Card account.

    To check the balance on your Direct Payment Card, please visit http://www.usbankreliacard.com or download the U.S. Bank ReliaCard Mobile app for iOS or Android devices. For fees associated with the use of the DCFS debit card, click here. To report a lost, stolen or damaged Direct Payment Card, contact U.S. Bank Customer Service at 1-855-274-0374.

    If you have signed up for Direct Deposit, any payments not received must be reported to your financial institution.

    1. How would you be able to add cash to your account? Would I have to add it to another account then wire it to the account or can I go to an atm and deposit it?
