First Bank System was a Minneapolis, Minnesota-based regional bank holding company that operated from 1864 to 1997. What was once First Bank forms the core of today's U.S. Bancorp; First Bank merged with the old U.S. Bancorp in 1997 and took the U.S. Bancorp name.

History[edit]

First Bank's earliest direct corporate ancestor, First National Bank of Minneapolis, was founded in 1864 and received its charter in 1865. That bank, in turn, grew out of private banking house Sidel, Wolford and Co.[1][2]

On August 23, 1929, First National of Minneapolis merged with First National Bank of St. Paul (founded in 1864 out of private banking house Parker, Paine and Co.) to form the First Bank Stock Corporation. The two banks jointly acquired the stock in 32 other banks in Minnesota, North and South Dakota and Montana.[3][4][5]

In February 1956, First Bank Stock Corporation announced the pending acquisition of six banks in Minnesota and one bank in La Crosse, Wisconsin.[6][7] This transaction is significant for the holding company since it marks its first entry into the state of Wisconsin and would also mark its last acquisition outside of Minnesota due to the passage of the Bank Holding Company Act of 1956 a few months later which would forbid new interstate acquisitions until provisions of this act were gradually weakened during the mid-1980s and later removed the following decade.

In April 1968, the First Bank Stock Corporation changed its name to First Bank System Inc.[8]

In 1992, the company moved into its new 53-story headquarters building called First Bank Place.[9] At the time of its completion, the building was one of the tallest buildings in Minneapolis.

Expansion in Minnesota[edit]

In May 1989, First Bank System announced the pending acquisition of the Anoka-based Northern Cities Bancorp. Inc. with its Northern Bank of Anoka and Northern National Bank of Forest Lake subsidiaries for an undisclosed amount.[10]

In January 1992, First Bank System announced the pending acquisition of Carl Pohlad's Minneapolis-based Bank Shares Inc. with its Marquette Bank Minneapolis and Marquette Bank Rochester subsidiary for $230 million in stock.[11] After hearing that Federal and state regulators had plan to block the acquisition on the grounds that the acquisition as planned would result in capturing a too large of the percentage of the banking market in the Rochester area, the acquisition was modified in October to exclude the purchase of the Rochester bank so that the new deal was only for the 22-office Marquette Bank Minneapolis for $200 million in stock.[12] The acquisition was completed in December 1992.[13] Three First Bank and seven Marquette Minneapolis offices were closed as a result of the acquisition.

In April 1993, First Bank System announced the pending acquisition of the Mankato-based American Bancshares and its American Bank subsidiary for an undisclosed amount.[14] The acquisition was completed in March 1994.[15]

In July 1994, First Bank System announced the pending acquisition of the Minneapolis-based Metropolitan Financial Corporation with its Metropolitan Federal Savings Bank subsidiary for approximately $877 million in stock.[16] At the time of the announcement, Metropolitan Financial had 211 offices in Minnesota, Nebraska, Iowa, Kansas, Wisconsin, Wyoming and the Dakotas while First Bank had 215 offices in Minnesota, Colorado, Illinois, Montana, Wisconsin and the Dakotas. The acquisition was completed in January 1995 for $800 million in stock.[17] This acquisition gave First Bank System first time entry into the states of Nebraska, Iowa, Kansas and Wyoming. First Bank sold off 63 Metropolitan Financial locations in eight states to 28 different banks since First Bank believed that those locations had lacked the potential for growth.[18]

Expansion in North Dakota[edit]

In December 1991, First Bank System announced the pending acquisition of the Fargo-based Siouxland Bank Holding Co. with its Dakota Bank and Trust of Fargo and First National Bank of Hettinger subsidiaries for an undisclosed amount.[19] The acquisition was completed in July 1992.[20] As required by North Dakota state regulators, First Bank sold First National Bank of Hettinger to Rolla-based Rolla Holding Co. in the following year.[21]

In December 1993, First Bank System announced the pending acquisition of the Bismarck-based United Bank of Bismarck in North Dakota for an undisclosed amount.[22][23] The acquisition was completed in September 1994.[24]

Expansion in South Dakota[edit]

In October 1994, First Bank System announced the pending acquisition of the Sioux Falls-based First Western Corporation with its Western Bank subsidiary for an undisclosed amount.[25] The acquisition was completed in March 1995.[26]

Expansion in Wisconsin[edit]

First Bank System first entered the state of Wisconsin by announcing in February 1956 the pending acquisition of the La Crosse-based Batavian National Bank,[7][6] later renamed National Bank of Wisconsin.

In July 1977, First Bank System announced that its Wisconsin subsidiary had purchased the ailing Midland National Bank of Milwaukee for $13 million in a transaction facilitated by the Comptroller of Currency.[27][28] After the acquisition, La Crosse-based National Bank of Wisconsin was renamed First Bank, La Crosse, and Midland National Bank became a branch of the La Crosse bank and was then renamed First Bank-Midland Milwaukee Division. Since First Bank System had entered Milwaukee through a loophole in the Bank Holding Company Act of 1956, the three largest Milwaukee-based banks immediately tried to get the federal courts to reverse the Comptroller's ruling,[29][30] but were unsuccessful.[31]

Temporary Expansion in Washington[edit]

In September 1986, First Bank System announced the acquisition of the failed Omak-based Mid Valley Bank of Omak for an undisclosed amount from Washington state regulators in a Federal Deposit Insurance Corporation facilitated transaction. The acquired bank was renamed First Bank Washington.[32][33]

Seven years later, First Bank System announced the pending sale of the four-office First Bank Washington to a group of local investors for $4 million. The acquisition was completed in May 1994.[34][35]

Expansion in Colorado[edit]

First Bank System first entered the state of Colorado by announcing in June 1988 the pending acquisition of the Denver-based Central Bancorporation with its 19 Central Bank subsidiaries for $135 million for AmeriTrust's 88% interest in the company and $17.5 million to acquire the remaining 12% from the minority investors.[36] To allow First Bank to make a bid on Central, First Bank had to agree with the state of Colorado to help bail out 9,000 industrial bank depositors in 14 failed Colorado industrial banks by paying those depositors $8 million.[37] The acquisition was completed in December 1988.[38]

In July 1991, First Bank System announced the acquisition of deposits and 18 branch offices of the failed Aurora-based Capitol Federal Savings from the Resolution Trust Corporation for $12.5 million.[39] Two of the acquired offices were closed and the remaining 16 offices became branch offices of Central Bank.

In May 1992, First Bank System announced the pending acquisition of the Denver-based Western Capital Investment Corporation with its 35-location Bank Western for $150 million in stock.[40] The acquisition was completed in December 1992.[41]

In November 1992, First Bank System announced the pending acquisition of the Denver-based Colorado National Bankshares with its Colorado National Bank subsidiary for $500 million in stock.[42] The acquisition was completed in May 1993.[43]

In June 1993, First Bank System merged all of its Colorado interests into Colorado National Bank. Ten redundant branch offices were closed at this time.[44]

Expansion in Illinois[edit]

First Bank System first entered the state of Illinois by announcing in September 1993 the pending acquisition of the troubled Chicago-based Boulevard Bancorp with its Boulevard Bank in the Wrigley Building, National Security Bank of Chicago, First National Bank of Des Plaines and Citizens National Bank of Downers Grove subsidiaries for $200 million in stock.[45][46] The acquisition was completed in March 1994.[47][48] The four separate subsidiary banks were combined to form the statewide 10-office First Bank Illinois.

Expansion in Nebraska[edit]

First Bank System first entered Nebraska through the January 1995 acquisition of the Minnesota-based Metropolitan Financial.

In June 1995, First Bank System announced the pending acquisitions of Southwest Bank of Omaha and also First Bank of Omaha in two separate transaction for disclosed amounts.[49][50][51] Both acquisitions was completed in November 1995.[52]

In August 1995, First Bank System announced the pending acquisition of the Omaha-based Firstier Financial Inc. for $700 million in stock.[53][54] The acquisition was completed in February 1996 for $908 million in stock.[55] After completing the acquisition, merged all of the offices in Nebraska that were formerly offices of Metropolitan Federal Savings, Southwest Bank and First Bank of Omaha to form First Bank Nebraska. 28 offices were closed while 65 were retained.[56]

U.S. Bancorp[edit]

In March 1997, First Bank System announced its pending acquisition of Portland, Oregon-based U.S. Bancorp for $9 billion in stock.[57][58][59] At the time of the announcement, U.S. Bancorp of Oregon had banking offices in Oregon, Washington, California, Idaho and Utah while First Bank System had banking offices in Minnesota, Colorado, Nebraska, North Dakota, South Dakota, Montana, Iowa, Illinois, Wisconsin, Kansas, and Wyoming. Under the terms of the acquisition, First Bank System would be the nominal survivor, and the merged company would be based at First Bank's headquarters in Minneapolis. However, the merged bank took the more recognizable U. S. Bancorp name. John F. Grundhofer, chairman and chief executive of First Bank, was appointed president and chief executive of the new company while Gerry B. Cameron, chairman and chief executive of U.S. Bancorp of Oregon, was appointed chairman of the new company, which he held until his retirement in 1998. The acquisition was completed in August 1997.[60] Approximately 4000 jobs were eliminated, mostly in Portland.[61]

3 North Dakota men accused of financial crimes at 2 banks

The indictment alleges that Torgerson issued bank funds to individuals not entitled to these funds, failed to register banking transactions, created fraudulent loan obligations and made moves to conceal his activities.

Torgerson's father, Brent Torgerson, 60, and Kelly Huffman, 32, are each charged with one count of misapplication of bank funds.

Brent Torgerson is accused of illegally issuing a cashier’s check worth nearly $725,000 to Brady Torgerson. Huffman unlawfully issued a nearly $126,000 check advance to a separate North Dakota financial institution at Brady Torgerson’s request, prosecutors said..

The state Bank Board in July barred Brady Torgerson from working at any financial institution in North Dakota, accusing him of issuing loans above the lending limits, making loans at a reduced interest rate and distorting the bank’s financial position on quarterly reports.

The board said Torgerson made 91 loans totaling $12.7 million without securing liens or gathering financial information.

First Western Bank & Trust to complete BlackRidgeBANK merger Nov. 16

Regulatory approval from the Federal Reserve came toward the end of 2019. Since then, Minot-based First Western and Fargo-based BlackRidge have been working to merge their two systems, from computer software to policies and procedures.

“It’s been a busy year, but it’s gone really well,” said Brenda Foster, president for First Western in Minot. “We’ve been really really fortunate to have such a great group of people from First Western and BlackRidge coming together.” Even with the interruption us bank cash plus signature card the COVID-19 pandemic, they have hit their deadlines and stayed on track, she said.

The completed merger will happen with a conversion to the same mainframe computer system, starting the evening of Friday, Nov. 13. They will officially be one business when doors re-open Monday, Nov. 16, with First Western signage on the BlackRidge buildings.

BlackRidge customers will be getting new debit cards and credit cards with the First Western name but will be able to continue using existing check blanks until those supplies are exhausted.

“They may see some different checking and savings options available to them. But as far as the people that they’ve always known and worked with, they are still there,” Foster said. “That’s a nice piece because it’s all about the relationship that you create with your customer and the trust that they put in you.”

Existing First Western customers won’t see much change. However, they will have access to more ATM locations and office locations, including in Fargo and a second location in Bismarck, where First Western already had a presence.

“As our customers are traveling, they can do business in more locations than ever before and get the same great service they’re used to getting. The cultures of the two organizations are very similar – very customer friendly, customer oriented,” Foster said.

BlackRidge was founded after five former executives from Community First Bankshares set out in 2004 to create a privately owned bank holding company. They began looking to acquire banks that shared their passion for banking with a hometown flavor. Their first bank acquisition was in the Brainerd Lakes area of Minnesota and further expansion in Minnesota followed. Locations opened in Fargo in 2007 and Bismarck in 2008.

First Western, founded in 1964, announced in July 2019 that its holding company, Westbrand, Inc., had entered an agreement with BlackRidge Financial, the holding company of BlackRidgeBANK, whereby Westbrand would acquire BlackRidge Financial and merge the operations under the First Western Bank & Trust name.

With the merger, the combined organizations will have assets of nearly $1.7 billion, with more than 300 employees in Minot, Bismarck, Fargo and West Fargo in North Dakota and Eden Prairie, Alexandria, Carlos, Miltona, Baxter, Crosslake and Nisswa in Minnesota.

“But Minot remains the headquarters,” Foster said. “Of course, we remain committed to all the communities that we’re in as far as volunteering and monetary donations. All of that remains the same because we are always committed to the communities that we serve. If the communities do well, then hban ireland businesses do well.”

Foster looks forward to the culmination of the work that has gone into the merger.

“It is exciting to see that and be able to offer the First Western name farther than Minot but still know that the headquarters is here. We’ve just built a great base here in Minot – so thankful for our customers that have supported us over the years and our shareholders. That’s allowed us to expand into other areas and grow our business,” she said. “We’re growing, but we’re still the bank that knows our customers and offers that local service and quick turnaround with our lending function. We pride ourselves in being able to get back to our customers very quickly on decisions, and that will remain in place.”

First Bank System was a Minneapolis, Minnesota-based regional bank holding company that operated from 1864 to 1997. What was once First Bank forms the core of today's U.S. Bancorp; First Bank merged with the old U.S. Bancorp in 1997 and took the U.S. Bancorp name.

History[edit]

First Bank's earliest direct corporate ancestor, First National Bank of Minneapolis, was founded in 1864 and received its charter in 1865. That bank, in turn, grew out of private banking house Sidel, Wolford and Co.[1][2]

On August 23, 1929, First National of Minneapolis merged with First National Bank of St. Paul (founded in 1864 out of private banking house Parker, Paine and Co.) to form the First Bank Stock Corporation. The two banks jointly acquired the stock in 32 other banks in Minnesota, North and South Dakota and Montana.[3][4][5]

In February 1956, First Bank Stock Corporation announced the pending acquisition of six banks in Minnesota and one bank in La Crosse, Wisconsin.[6][7] This transaction is significant for the holding company since it marks its first entry into the state of Wisconsin and would also mark its last acquisition outside of Minnesota due to the passage of the Bank Holding Company Act of 1956 a few months later which would forbid new interstate acquisitions until provisions of this act were gradually weakened during the mid-1980s and later removed the following decade.

In April 1968, the First Bank Stock Corporation changed its name to First Bank System Inc.[8]

In 1992, the company moved into its new 53-story headquarters building called First Bank Place.[9] At the time of its completion, the building was one of the tallest buildings in Minneapolis.

Expansion in Minnesota[edit]

In May 1989, First Bank System announced the pending acquisition of the Anoka-based Northern Cities Bancorp. Inc. with its Northern Bank of Anoka and Northern National Bank of Forest Lake subsidiaries for an undisclosed amount.[10]

In January 1992, First Bank System announced the pending acquisition of Carl Pohlad's Minneapolis-based Bank Shares Inc. with its Marquette Bank Minneapolis and Marquette Bank Rochester subsidiary for $230 million in stock.[11] After hearing that Federal and state regulators had plan to block the acquisition on the grounds that the acquisition as planned would result in capturing a too large of the percentage of the banking market in the Rochester area, the acquisition was modified in October to exclude the purchase of the Rochester bank so that the new deal was only for the 22-office Marquette Bank Minneapolis for $200 million in stock.[12] The acquisition was completed in December 1992.[13] Three First Bank and seven Marquette Minneapolis offices were closed as a result of the acquisition.

In April 1993, First Bank System announced the pending acquisition of the Mankato-based American Bancshares and its American Bank subsidiary for an undisclosed amount.[14] The acquisition was completed in March 1994.[15]

In July 1994, First Bank System announced the pending acquisition of the Minneapolis-based Metropolitan Financial Corporation with its Metropolitan Federal Savings Bank subsidiary for approximately $877 million in stock.[16] At the time of the announcement, Metropolitan Financial had 211 offices in Minnesota, Nebraska, Iowa, Kansas, Wisconsin, Wyoming and the Dakotas while First Bank had 215 offices in Minnesota, Colorado, Illinois, Montana, Wisconsin first flight federal credit union online banking the Dakotas. The acquisition was completed in January 1995 for $800 million in stock.[17] This acquisition gave First Bank System first time entry into the states of Nebraska, Iowa, Kansas and Wyoming. First Bank sold off 63 Metropolitan Financial locations in eight states to 28 different banks since First Bank believed that those locations had lacked the potential for growth.[18]

Expansion in North Dakota[edit]

In December 1991, First Bank System announced the pending acquisition of the Fargo-based Siouxland Bank Holding Co. with its Dakota Bank and Trust of Fargo and First National Bank of Hettinger subsidiaries for an undisclosed amount.[19] The acquisition was completed in July 1992.[20] As required by North Dakota state regulators, First Bank sold First National Bank of Hettinger to Rolla-based Rolla Holding Co. in the following year.[21]

In December 1993, First Bank System announced the pending acquisition of the Bismarck-based United Bank of Bismarck in North Dakota for an undisclosed amount.[22][23] The acquisition was completed in September 1994.[24]

Expansion in South Dakota[edit]

In October 1994, First Bank System announced the pending acquisition of the Sioux Falls-based First Western Corporation with its Western Bank subsidiary for an undisclosed amount.[25] The acquisition was completed in March 1995.[26]

Expansion in Wisconsin[edit]

First Bank System first entered the state of Wisconsin by announcing in February 1956 the pending acquisition of the La Crosse-based Batavian National Bank,[7][6] later renamed National Bank of Wisconsin.

In July 1977, First Bank System announced that its Wisconsin subsidiary had purchased the ailing Midland National Bank of Milwaukee for $13 million in a transaction facilitated by the Comptroller of Currency.[27][28] After the acquisition, La Crosse-based National Bank of Wisconsin was renamed First Bank, La Crosse, and Midland National Bank became a branch of the La Crosse bank and was then renamed First Bank-Midland Milwaukee Division. Since First Bank System had entered Milwaukee through a loophole in the Bank Holding Company Act of 1956, the three largest Milwaukee-based banks immediately tried to get the federal courts to reverse the Comptroller's ruling,[29][30] but were unsuccessful.[31]

Temporary Expansion in Washington[edit]

In September 1986, First Bank System announced the acquisition of the failed Omak-based Mid Valley Bank of Omak for an undisclosed amount from Washington state regulators in a Federal Deposit Insurance Corporation facilitated transaction. The acquired bank was renamed First Bank Washington.[32][33]

Seven years later, First Bank System announced the pending sale of the four-office First Bank Washington to a group of local investors for $4 million. The acquisition was completed in May 1994.[34][35]

Expansion in Colorado[edit]

First Bank System first entered the state of Colorado by announcing in June 1988 the pending acquisition of the Denver-based Central Bancorporation with its 19 Central Bank subsidiaries for $135 million for AmeriTrust's 88% interest in the company and $17.5 million to acquire the remaining 12% from the minority investors.[36] To allow First Bank to make a bid on Central, First Bank had to agree with the state of Colorado to help bail out 9,000 industrial bank depositors in 14 failed Colorado industrial banks by paying those depositors $8 million.[37] The acquisition was completed in December 1988.[38]

In July 1991, First Bank System announced the acquisition of deposits and 18 branch offices of the failed Aurora-based Capitol Federal Savings from the Resolution Trust Corporation for $12.5 million.[39] Two of the acquired offices were closed and the remaining 16 offices became branch offices of Central Bank.

In May 1992, First Bank System announced the pending acquisition of the Denver-based Western Capital Investment Corporation with its 35-location Bank Western for $150 million in stock.[40] The acquisition was completed in December 1992.[41]

In November 1992, First Bank System announced the pending acquisition of bridgepoint church Denver-based Colorado National Bankshares with its Colorado National Bank subsidiary for $500 million in stock.[42] The acquisition was completed in May 1993.[43]

In June 1993, First Bank System merged all of its Colorado interests into Colorado National Bank. Ten redundant branch offices were closed at this time.[44]

Expansion in Illinois[edit]

First Bank System first entered the state of Illinois by announcing in September 1993 the pending acquisition of the troubled Chicago-based Boulevard Bancorp with its Boulevard Bank in the Wrigley Building, National Security Bank of Chicago, First National Bank of Des Plaines and Citizens National Bank of Downers Grove family financial credit union hart mi for $200 million in stock.[45][46] The acquisition was completed in March 1994.[47][48] The four separate subsidiary banks were combined to form the statewide 10-office First Bank Illinois.

Expansion in Nebraska[edit]

First Bank System first entered Nebraska through the January 1995 acquisition of the Minnesota-based Metropolitan Financial.

In June 1995, First Bank System announced the pending acquisitions of Southwest Bank of Omaha and also First Bank of Omaha in two separate transaction for disclosed amounts.[49][50][51] Both acquisitions was completed in November 1995.[52]

In August 1995, First Bank System announced the pending acquisition of the Omaha-based Firstier Financial Inc. for $700 million in stock.[53][54] The acquisition was completed in February 1996 for $908 million in stock.[55] After completing the acquisition, merged all of the offices in Nebraska that were formerly offices of Metropolitan Federal Savings, Southwest Bank and First Bank of Omaha to form First Bank Nebraska. 28 offices were closed while 65 were retained.[56]

U.S. Bancorp[edit]

In March 1997, First Bank System announced its pending acquisition of Portland, Oregon-based U.S. Bancorp for $9 billion in stock.[57][58][59] At the time of the announcement, U.S. Bancorp of Oregon had banking offices in Oregon, Washington, California, Idaho and Utah while First Bank System had banking offices in Minnesota, Colorado, Nebraska, North Dakota, South Dakota, Montana, Iowa, Illinois, Wisconsin, Kansas, and Wyoming. Under the terms of the acquisition, First Bank System would be the nominal survivor, and the merged company would be based at First Bank's headquarters in Minneapolis. However, the merged bank took the more recognizable U. S. Bancorp name. John F. Grundhofer, chairman and chief executive of First Bank, was appointed president and chief executive of the new company while Gerry B. Cameron, chairman and chief executive of U.S. Bank of the west bismarck nd of Oregon, was appointed chairman of the new company, which he held until his retirement in 1998. The acquisition was completed in August 1997.[60] Approximately 4000 jobs were eliminated, mostly in Portland.[61]

How a brief socialist takeover in North Dakota gave residents a public bank

The problem:

There’s a legislative fight brewing in California. Supporters are pushing a public banking law that could redefine the state’s financial landscape, while detractors call it a government intrusion. Both would benefit to look at an unusual source — North Dakota — where a similar policy has been in place for a century.

In the 1900s, North Dakota was, not unlike today, a place overlooked between the already established East Coast and rapidly developing West. The state was largely settled by farmers, who spread themselves sparsely. The low population density meant that local financial institutions had trouble taking root. In effect, North Dakota was a banking desert.

That decentralization, combined with the predatory nature of the gilded age — an era of economic deregulation and extreme income inequality — left North Dakota’s fledgling economy vulnerable to the whims of corporate banks. Financial capitals such as Chicago and Minneapolis could inflate farmers’ loan rates or undercut grain prices without fear of reprise.

“A lot of your economic livelihood would be, for lack of a better word, controlled by out-of-state interests who may not have the best interests of the local producers in mind,” said David Flynn, the economics and finance department chair at the University of North Dakota.

The perception of nefarious-minded outsiders meddling in the daily lives of North Dakotans elicited a grassroots response. In 1915, A.C. Townley, a failed farmer and excommunicated Socialist Party organizer, established the Nonpartisan League, a populist progressive first national bank of omaha fraud prevention phone number party. Townley recruited members through socialist newspapers and pooled enough money to buy a fleet of Ford cars. With them, the Nonpartisan League campaigned across the state, courting agriculture workers to their cause of expanding farmers’ protections through state ownership.

The group ran on a platform pushing for the establishment of state-owned banks, state ownership of various agricultural apparatuses like mills and elevators, and farm insurance. If those entities were under state control, they argued, their purpose would be to support North Dakota farmers rather than bring about profit. According to Elwyn B. Robinson’s History of North Dakota, Townley cherry-picked much of the Nonpartisan League’s plan from the Socialist Party. Canvassing taught him that the party’s policies were often more popular than the word “socialism.”

A year later, Townley and the league managed to recruit more than 20,000 members, winning local elections and taking control of the state Senate and governorship.

The group was able to pass two major reforms before losing power in the 1920s. One was the creation of a state mill; the other, with a $2 million allocation, was a state-owned bank, the Bank of North Dakota, which still runs today and has been instrumental in the growth of North Dakota’s economy.

How it worked:

The Bank of North Dakota, or BND, is the nation’s only public bank: a government-owned and -operated entity that prioritizes public access over profit, and offers fair banking services to North Dakotans when private banks can’t or won’t. “It is potentially insulating you from loans, lenders, from out-of-state interests who won’t or don’t listen to the concerns of the local economy,” Flynn said.

At the time of its creation, BND’s purpose was to protect the state’s farmer class by offering low-interest agriculture loans. A century later, the bank is still an active force in the state, although its function has shifted, Flynn said, “from an insulator to more of an incubator.”

With $8 billion in assets, BND now offers business and student loans along with commercial services. Its purpose, however, continues to distinguish it from modern private banks. “When a US bank isn’t interested in going into that type of loan or startup, or thinks it’s too risky, BND would get engaged,” Flynn said. “They could point to this mission and say, ‘We’re helping growth, the growth helps the state.’”

That mantra also applies to the local banking ecosystem. Student loans are facilitated directly with BND, but other loans, called participation loans, go through a local financial institution — often with BND support. For example, if someone wants to take out a business loan for $20,000 with a local bank, BND would lend half of the money, $10,000, and minimize the risk for that bank. The result: The individual and local bank or credit union are supported by BND through a single transaction.

According to a study on public banks, BND had some $2 billion in active participation loans in 2014. BND can grant larger loans at a lower risk, which fosters a healthy financial ecosystem populated by a cluster of small North Dakota banks. The benefits of these loans are kept local, and the banks are protected from risk with BND support.

BND’s roots are in socialism, but it’s codified into the constitution of a deep-red state where Donald Trump beat Hillary Clinton by 36 percentage points in 2016. Not that there has been any serious effort to remove it. “There seems to be pretty strong support for maintaining a state-owned bank and a state-owned mill,” Flynn said.

Last July, the bank celebrated its 100th birthday. To naysayers, the bank points to its solvency, with net earnings of $159 million in 2018. “The bank has largely been profitable in the time I’ve been in the state; that’s coming up on 20 years now,” Flynn said. “So, there’s a hesitation of, ‘Why get rid of it when it’s working so well?’”

That success has drawn the attention of California, where a movement to create a public bank has gained prominence — with both successes and failures — since 2018.

The differences in size, economy, and population of California and North Dakota are unmistakable. But many of the characteristics of the modern economic landscape are eerily similar to that of a century ago when BND first passed: increasing income inequality and predatory practices on the part of financial institutions.

While California’s needs in the face of those pressures are distinct from North Dakota’s, some members of the state legislature see a public bank as the solution. Enter Assembly Bill 857, which offers municipalities in the state the chance to set up and manage their own banks just like in North Dakota. “The largest Wall Street banks have failed to serve Californians in so many areas,” said Democratic state Rep. David Chiu, one of the co-authors of the legislation. “[They] amazon careers florida the mortgage foreclosure crisis, then failed to lend during the most intense housing crisis in American history.”

There have been efforts to establish public banks in nearly two dozen other states. This year alone, four state legislatures beside California — New York, New Mexico, New Hampshire, and Massachusetts — have introduced bills to create or explore creating public banks. None, however, have passed.

AB-857 just passed through the state’s legislature and sits on Gov. Gavin Newsom’s desk to be signed into law. The bill is a step in the right direction, but Chiu expressed concern that the cost of success is that the law has been diluted to impotence. As the bill has passed through various committees, additional requirements — like federal liability insurance and a limit to 10 banks total — have been added to rebuff objectors, concerned about the stability of future public banks. “We’ve likely made it very difficult to establish a public bank,” he said.

The banking sector, unsurprisingly, remains unmoved. Beth Mills, a spokesperson for the Western Bankers Association, which represents Wells Fargo and Bank of America, cites startup costs, conflicts of interest, and a lack of government expertise in the field as reasons for opposition to the banks. “Our position hasn’t been secret,” Mills said. “We’re opposed to the concept in general.” Mills posited that the banking industry already meets the needs of the California population; and, according to a survey the WBA conducted, the majority of Californians oppose public banks.

Miguel Santiago, the bill’s other author, had a quick retort. “At one point in time, people argued against the Social Security system,” he said.
