Individuals requesting replacement benefits need to sign an affidavit and send it to DHS using the File Upload tool, available here: https://fileupload.dhs.tn.gov/.

PLEASE NOTE: DHS has implemented COVID-19 precautions for all visitors entering office lobbies across the state. These rules will impact customers coming into state offices for scheduled in-person appointments.

Guidelines include:

  • Arriving alone to drop-off or pick-up documents or take part in scheduled in-person appointments.
  • Answering COVID-19 health screening questions.
  • Maintaining a distance of 6 feet from others.
  • Not experiencing any COVID-19 symptoms.

Some interview requirements have been temporarily waived for individuals receiving Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance to Needy Families (TANF) benefits. Customers filing initial applications and recertifications are not required to visit an office provided their identity has been verified and all other mandatory verifications have been completed.

You can apply for many of our services online.

The Supplemental Nutrition Assistance Program (SNAP, formerly known as food stamps) provides nutritional assistance benefits to children and families, the elderly, the disabled, unemployed and working families. SNAP helps supplement monthly food budgets of families with low-income to buy the food they need to maintain good health and allow them to direct more of their available income toward essential living expenses. DHS staff determines the eligibility of applicants based on guidelines established by the U.S. Department of Agriculture (USDA). The primary goals of the program are to alleviate hunger and malnutrition and to improve nutrition and health in eligible households. DHS has a dual focus on alleviating hunger and establishing or re-establishing self-sufficiency.

SNAP Online Purchasing

SNAP recipients are now able to use their benefits to buy authorized food items online through ALDI via Instacart, Amazon, and Walmart locations across the state.

IMPORTANT: SNAP benefits cannot be used for delivery fees and SNAP recipients who receive cash benefits on their EBT cards will not be able to apply those non-SNAP benefits for online purchases.

Using SNAP benefits online:

At ALDI and Food Lion:

SNAP customers may utilize their EBT card at participating ALDI and Food Lion stores using an Instacart Account. However, SNAP benefits cannot be used at non-participating Instacart retailers.

How do I make an online purchase at ALDI or Food Lion using SNAP benefits?

To make a purchase online with ALDI or Food Lion, SNAP recipients will need to have an Instacart account and add their EBT card information at the point of purchase or under the account settings menu.  Once SNAP EBT information is added, customers may choose to use their SNAP EBT benefits to pay for select eligible items or full orders at the point of purchase.  To learn which items are SNAP-eligible, customers will see an upfront “EBT” tag on items, and can also use the account settings menu or filter feature while shopping online.  Visit Instacart’s website for assistance selecting SNAP EBT eligible items or click here to learn more about using your SNAP EBT card to purchase items at ALDI  and Food Lion through Instacart.  A credit or debit card must also be linked to your Instacart account to cover fees, bottle deposits in some states, taxes, delivery tips, and any other non-EBT SNAP-eligible items you may want to purchase.

On Amazon

Families can take advantage of this convenient option by entering their SNAP EBT card information on Amazon's SNAP dedicated website.

What do I need to make a SNAP purchase on Amazon?

SNAP recipients must have an Amazon user account and register their SNAP EBT card before making a purchase. Once the SNAP EBT card has been registered, food items will be marked SNAP EBT eligible. A SNAP EBT card can also be added at the point of checkout. Shipping fees cannot be paid using SNAP benefits; however, some shipping costs are waived with a minimum purchase. Cash benefits loaded on an EBT card cannot be used for online purchases. Purchases can be made through Amazon Fresh, Amazon Pantry, and Amazon Grocery. Learn more by clicking here.

Walmart:

SNAP recipients will be able to make purchases through Walmart Grocery Pick Up following the guidelines established for SNAP online purchasing. Click here to explore these guidelines.

What do I need to make SNAP purchases online at Walmart?

Purchases can be made at walmart.com/grocery or on the Walmart Grocery mobile app. During check out, select EBT card as a payment method. When picking up groceries, swipe your SNAP EBT card with the Walmart associate. Learn more at Walmart’s website.

You couldn't blame Lauren McClusky of Chicago if she were a bit squeamish about using her last name in this story without fear of reprisal from Ronald McDonald and his legal posse.

For McClusky, 19, finds herself at the center of a thorny dispute that involves a series of charity concerts she's put on over the past three years. She dubbed the event "McFest" (more on that in a moment) -- but McDonald's sees that as an infringement on its trademarks, something the McDonaldland lawyers refer to as "the McFamily of brands."

These include (deep breath): McPen, McBurger, McBuddy, McWatch, McDouble, McJobs, McShirt, McPool, McProduct, McShades, McFree, McRuler, McLight -- and even the prefix "Mc" itself.

"But not McFest," pointed out McClusky, who declined to change her last name for this story. "The whole reason I called it McFest in the first place is my name."

Her original co-chair for the first McFest also shared the "Mc" prefix in her surname, so it seemed a natural. And indeed, not a single McDonald's attorney seemed to object in 2007 and 2008, when McClusky's McFests raised $30,000 for the Chicago chapter of Special Olympics.

Frequently Asked Questions

Where can I use E-ZPass?

View a list of E-ZPass locations here.

How do I pay if I don’t have E-ZPass?

The PA Turnpike Commission’s tolling system will take images of license plates of vehicles not equipped with a valid E‑ZPass transponder. A Toll By Plate (TBP) invoice will be mailed to the vehicle's registered owner. The TBP invoice will have a license plate image, travel information, and payment options.

What happens if I’m in a rental vehicle? How will I be invoiced?

E-ZPass customers can add their rental vehicle information to their existing PA Turnpike E-ZPass account. To add a rental vehicle, access your account online or via our mobile app, PA Toll Pay. When adding the vehicle to your account, indicate the vehicle is a rental. Enter the start and end dates when prompted. You can also call the PA Turnpike E-ZPass Customer Service Center at 1-877-736-6727.

The PA Turnpike is required by statute to send TBP invoices to the vehicle’s registered owner. Customers with rental vehicles should check with the rental company regarding their toll policy and payment options before traveling on the PA Turnpike. Each rental company has a different policy for the payment of tolls.

Customers who do not have an E-ZPass account but want to pay the toll for a rental vehicle when traveling on the PA Turnpike, can do so by opening a Toll By Plate account online or via our mobile app, PA Toll Pay.

Customers are responsible for any tolls incurred while the vehicle registration is listed on their account.

See the Rental Vehicles page on our website for more details.

I have an E-ZPass. Will I also receive a Toll By Plate (TBP) invoice?

If you have a valid E‑ZPass account, you will not receive a TBP invoice. TBP invoices are only mailed to customers who do not have a valid E‑ZPass transponder in their vehicle. For more information about E‑ZPass, click here.

How do I update my E-ZPass account with my new credit card?

Access your account online or via our mobile app, PA Toll Pay. You can also call the E-ZPass Customer Service Center at 1-877-736-6727 to update your credit card information.

What is E-ZPass Plus?

E-ZPass Plus is a benefit for E-ZPass customers that allows them to use their transponders to pay for charges at participating facilities displaying the E-ZPass Plus logo. There is no additional charge for the E‑ZPass Plus program. You only pay the charges when they occur. Charges less than $20 are deducted from your prepaid E-ZPass account. Charges of $20 or more are charged directly to the credit card used to replenish your E-ZPass account. All E-ZPass Plus transactions are recorded on your statement.

All accounts with a prepaid balance and a valid credit card for primary replenishment are automatically enrolled in E-ZPass Plus. If you decide not to participate in the E-ZPass Plus program, you can make that change by either accessing your account online, through our mobile app, PA Toll Pay, or by contacting the PA Turnpike E-ZPass Customer Service Center at 1-877-736-6727.

The E-ZPass Plus program is not available for E-ZPass customers who replenish via ACH or Manual. Auto replenishment using a credit card is required to participate.  If you have chosen ACH or Manual as your primary form of replenishment and you would like to participate in E-ZPass Plus, please contact the PA Turnpike E-ZPass Customer Service Center at 1-877-736-6727.

By participating in the E-ZPass Plus program, you consent to the release of your name and address to E‑ZPass Plus facility operators.

  • Lost food due to a household misfortune

"The whole reason I called it McFest in the first place walmart customer service center phone number my name."
